About USAID Project:
The United States Agency for International Development (USAID) has funded Advocacy for Better Health program in Uganda. The goal of this program is to contribute to improvements in the quality, availability and accessibility of health services by increasing citizens’ knowledge and voice, increasing community participation in health service delivery planning and improvements; and fostering cooperation among civil society actors on issues of common benefit in order to strengthen the sector over the long term. The key program objectives are to: Ensure that communities in selected districts can identify and articulate their needs and demand quality services; Ensure that the Civil Society Organizations (CSOs) develop effective advocacy initiatives, and are able to represent the communities’ demands for better quality services; to build the technical and operational capacity of the CSOs to qualify them as potential direct recipients of future USAID funding.
Key Duties and Responsibilities:
  • Develop the overall framework for M&E systems, including requirements, baseline and evaluation surveys
  • Make sure that the alignment of research and M&E activities with program goals, and contribute to the development of annual workplans to identify project targets and ensure inclusion of M&E activities
  • Develop and implement M&E reporting guidelines and systems designed to inform the direction of the project, including data quality and data use strategies
  • Train and mentor program staff on M&E guidelines, survey instruments, data collection tools, and other tools  for M&E
  • Supervise all staff involved in collecting and analyzing data and reporting results
  • Design process for monitoring and evaluation of sub-grantees, in collaboration with program leadership
  • Foster and grow participatory planning and monitoring by training and involving primary stakeholders (using a rights-based approach)
  • Routinely carry out field-based monitoring, technical assistance, and training to program teams, and partner organizations, to strengthen their capacity in the collection, cleaning, and analysis of data for program management and donor reporting
  • Work closely with other counterparts and partner organizations, including other USAID programs, in work planning and program implementation
  • Contribute to the development and implementation of a strategy for synthesizing and disseminating key results, programmatic lessons learned, and other research outputs of the program
  • Significantly contribute to and review program reports prior to submission to donors and headquarters
Qualifications, Skills and Experience: 
  • The ideal candidate must hold a good master’s Degree in a relevant field (development studies, public health, demography, statistics, etc.)
  • At least eight (8) years’ experience and demonstrated practical skills in monitoring and evaluation of voice and accountability programs, preferably for donor funded programs;
  • Proven exposure and experience in the development and implementation of monitoring and evaluation frameworks and systems required for community development programs;
  • Past experience developing study design and methodology including sampling procedures, assisting with implementation, analysis and write-up to inform policy is preferred.
  • Excellent knowledge of monitoring and evaluation principles and practices is essential
  • Demonstrated capacity to use project M&E to advance strategic goals and provide data for decision-making
  • Demonstrated ability and skills in data analysis and synthesis, performance evaluation and correction, and report writing
  • Detailed knowledge of family planning, reproductive health, and adolescent health issues related to M&E
  • Competency in training, institutional capacity-building, citizen participation, and advocacy and public policy is highly desired
  • Excellent representational and communication skills
  • Proficiency in both written and spoken English, and verbal communication skills in one or more local languages
  • Working knowledge of statistical software (such as SPSS, STATA, and SAS) and familiarity with Microsoft Word, Excel, PowerPoint, and Access (or similar tools) is preferred
  • Extensive knowledge of USAID data collection and reporting requirements is highly desirable
  • Ability to travel up to 25% of the time
