About NCSC:
NCSC is a unique non-governmental organization providing technical
assistance, training and technology to advance justice systems in the 50 U.S.
states and around the world. Founded more than 40 years ago by the leaders of
the U.S. courts to deliver on the promise of Equal Justice under Law, NCSC
partners with donor agencies, host-country governments, and non-governmental
organizations to create more effective justice institutions and promote the
Rule of Law. The National Center for State Courts (NCSC) is seeking
qualified Ugandan citizens to fill the below positions for the “Supporting
Access to Justice, Fostering Equity & Peace” (SAFE Program) funded by
USAID. USAID-SAFE is a five-year development Program that seeks to strengthen
the Government of Uganda’s capacity with respect to peace building and conflict
mitigation.
Key Duties and Responsibilities:
  • Maintain and review
    monthly and quarterly financial reports and expense reports submitted by
    grantees.
  • Support the grantees
    with budget planning and execution, including preparation of fiscal
    reports.
  • Intuitively review
    grantee vouchers for accuracy and proper accounting.
  • Conduct spot checks on
    grantees to review financial documents, and assess financial and
    accounting oversight.
  • Design and implement
    trainings for grantees in USAID and NCSC financial accounting system
    policies and procedures.
  • Keep the Chief of
    Party, Finance Manager and M&E and Learning Advisor informed on the
    rate and level of expenditure of grantees.
  • Act as the point of
    contact for SAFE grantees regarding grant financial operations.
  • Perform any other
    related duties as assigned by the Finance Manager.
Qualifications, Skills and
Experience: 
  • The ideal USAID SAFE
    Project employee should hold a University degree in business
    administration, management, finance or other related degree;
  • A minimum of five
    years substantive financial management experience;
  • Financial management
    experience with USAID funded projects;
