Parliament; The Uganda National Authority Act, No. 15 of 2006. UNRA became
operational on 1st July 2008. The
mandate of UNRA is to develop and maintain the national roads network, advise
Government on general roads policy and contribute to addressing of transport
concerns, among others.
Islamic Development Bank (IDB) towards the upgrading of Tirinyi – Pallisa –
Kumi and Pallisa – Kamonkoli Road Project. A Project Management Unit (PMU) is
to be established to ensure that the Project is implemented according to the
agreed terms and conditions.
Specialist will be in charge of processing all procurement and disposal
functions in accordance with the Public Procurement and Disposal Act and
Regulations and any special requirement of the Development Partner.
Responsibilities:
- Conducts annual Procurement Planning based
on requirements of the Project and consistent with the PMU’s approved
Budget; - Proposes appropriate procurement methods
as provided for in the PPDA Act and Regulations for final review by the
Project Manager; - Prepares notices of invitation to Tender /
Bids for advertisement and Requests for Expression of Interest and follows
up their placement in appropriate media; - Prepares Solicitation Documents for each
procurement requirement in accordance with the Donor and PPDA procedures
and guidelines; - Provides Bid clarification / addenda
during tendering/bidding period; and takes minutes resulting from
pre-bid/proposal conference, and forward to the prospective bidders using
approved formats; - Organizes Tender/ Bid closing and opening,
pre-bid meetings and site visits at an appropriate time during the bidding
period; - Prepares invitations of stakeholders and
dispatches on a timely manner; - Prepares proceedings of Pre-bid/conference
meetings and site visits, opening/closing meetings and submits to Project
Manager; - Actively participates in bid evaluations
in line with the requirements of bidding documents and relevant guidelines
submitted; - Participates in bid negotiations and
prepares minutes for submission to the Project Manager; - Prepares other regular and ad hoc reports
as required by the Project Manager and / or the Funding Agency; - Performs such other related duties as
assigned by the supervisor from time to time.
Experience:
- The applicant must be a holder of an
Honours Degree in Civil Engineering with a Postgraduate qualification in
Procurement or an Honours Degree in Economics, Finance or Business
Administration with a Postgraduate qualification in Procurement - A minimum of ten years’ professional
experience civil works related procurement.
