About UNHCR:
The Office of the United Nations High Commissioner for Refugees was
established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High
Commissioner for Refugees is to lead and co-ordinate action for international
protection to refugees; seek permanent solutions for the problems of refugees
and safeguard refugee rights and well-being. UNHCR has an additional mandate
concerning issues of statelessness, as it is given a designated role under
Article 11 of the 1961 Convention on the Reduction of Statelessness.
Job Summary: The UNHCR Assistant
Public Health Officer will mainly ensure that:
  • There is continuous cost-effective,
    needs-based preventive and curative primary health care is delivered to
    persons of concern.
  • UNHCR’s health programmes meet minimum
    UNHCR and international standards.
Key Duties and
Responsibilities: 
  • Organize and conduct regular health
    coordination meetings with partners.
  • Share and disseminate standard practices
    on public health, nutrition, reproductive health and HIV among partners.
  • Ensure coordination with Ministry of
    Health for all public health programmes.
  • Offer technical guidance and assistance to
    the UNHCR offices in Adjumani and Arua and to its health partners in
    development, integration and mainstreaming of appropriate and
    cost-effective public health, reproductive health and HIV prevention,
    treatment and care activities.
  • Emphasise on prevention and treatment of
    diseases with highest burden and promotion of an integrated comprehensive
    primary health care approach including nutrition, reproductive health, HIV
    and mental health programmes.
  • Maintain and update contingency plans for
    potential refugee and returnee movements and epidemics such as Cholera,
    Measles, Meningitis and pandemic influenza.
  • Offer technical input into the programme
    planning cycle and strategic planning for health in collaboration with
    other programme colleagues and partners.
  • Participate in the review and analysis of
    relevant project proposals and budgetary submissions presented by UNHCR
    Partners.
  • Ensure implementation of the strategic
    plan and Standard Operating Procedures for Health.
  • Participate in the review of referral
    cases to the referral committee for tertiary care in accordance with the
    terms of reference of the referral committee.
  • Ensure adherence and compliance to the coordination
    of medicines and medical supplies procurement and Medical Referral
    programmes in accordance with UNHCR policies and guidelines
  • Participate in monitoring and evaluation
    of public health and HTV prevention and care programmes UNHCR Health
    Information System (HIS) in order to evaluate the effectiveness of
    interventions.
  • Contribute to all aspects of programme
    monitoring and evaluation with a main emphasis on checking levels of
    implementation and impact vis-a-vis resource inputs to measure
    cost-effectiveness to stipulate improvements to programme implementation
    and if needed reorient the programme as appropriate.
  • Apply various mechanisms and tools to
    ensure proper monitoring including regular meetings with partners, site
    visits and missions, data analysis and interpretation of health
    information system and follow up of monthly HIS reporting.
  • Ascertain that the capacity of UNHCR and
    its implementing partners to address public health, reproductive health
    and HIV programming in a co-ordinated, multisectoral way by sharing with
    local partners the relevant guidelines and information materials and
    promoting training opportunities for internal and external health staff.
  • Work in liaison with the Programme
    colleagues, management and Public Health Officer and Assistant
    Reproductive Health and HIV Officer to inform on achievements and
    constraints faced in health and HIV programmes.
  • Actively contribute to the weekly, monthly
    country highlights and other reports as required.
  • Perform any other duties as required.
Qualifications, Skills and
Experience:
  • The ideal candidate should hold a good University
    degree in Public Health and clinical background (medical doctor).
  • Possession of a Post graduate training in
    Public Health, epidemiology or a medical social science field.
  • Practical working experience in refugee or
    other emergency or post-emergency settings.
  • Past training in nutrition, reproductive health,
    infectious diseases, tropical medicine, HIV and/or community medicine is
    an advantage.
  • Past exposure and experience in working in
    refugee situations (especially urban
  • setting).
  • Data analysis skills.
  • Comprehensive understanding and knowledge
    of the Uganda Health Care System.
  • Past exposure and experience working with
    progressively higher levels of responsibility
  • and management with international
    organizations, (including non-governmental organizations and UN agencies)
    in field of health and nutrition.
  • Computer literacy skills i.e. Good IT
    skills and familiarity with Microsoft Office applications.
