Parliament; The Uganda National Authority Act, No. 15 of 2006. UNRA became
operational on 1st July 2008. The
mandate of UNRA is to develop and maintain the national roads network, advise
Government on general roads policy and contribute to addressing of transport
concerns, among others.
Islamic Development Bank (IDB) towards the upgrading of Tirinyi – Pallisa –
Kumi and Pallisa – Kamonkoli Road Project. A Project Management Unit (PMU) is
to be established to ensure that the Project is implemented according to the
agreed terms and conditions.
Engineer will be responsible for processing, from feasibility to completion, of
the infrastructure projects. Work closely with external liaison and negotiate with
the Government departments and agencies, funding agencies, consultants and
contractors is required in addition to day-to-day liaison with other
stakeholders. The performance of the post holder is reflected in the quality of
project documentation, the timely delivery of each project stage and the
quality and fitness or purpose of the finished works.
Responsibilities:
- Prepares and updates implementation
schedules for the project; - Reviews and comments on project progress
reports submitted by the consultant; - Actively participates in the procurement
of the services of consultants, specialists and contractors for the
project in accordance with PPDA or funding agency requirements; - Compiles and submits reports on progress
of the projects to the executing agency and / or the funding agency as
required; - Checks the land or property acquisition
requirements of the project as submitted by the Consultant; - Work closely with the Environmental
Specialists, assists in identifying potential environmental concerns of
the project and evolve necessary measures to minimize their negative
impact on the project.; - Critically reviews contractor’s detailed
work plans and associated traffic control measures; - Work in harmony with the Project Manager,
ensures a pro-active approach in advising road users of forthcoming
traffic diversions and disruptions; - Monitors the physical and financial
progress of the project and identifies measures to overcome delays and or
cost over-runs; - Monitors variation orders and claims
situations and advise on mitigation measures including contractual issues
that require client resolution; - Participates in project related meetings
as necessary and ensures attendance of key decision makers and
stakeholders at monthly construction stage site progress meetings; - Makes sure that adequate cost, quality and
time control measures on the project; - Ensures that interim certificates and
invoices are timely approved in accordance with the terms of the
contracts; - Creates, builds and maintains a
project/contract file, keeps all contract management records and close
file on completion of all contract obligations - Compiles and prepares monthly and ad hoc
reports as required; - Performs any other related duties as
assigned by the supervisor from time to time.
Experience:
- The applicant must be a registered
Engineer with an Honours Degree in Civil Engineering. Post graduate
qualification in Project Management or Civil Engineering related field is
an added advantage. - Ten or more years’ experience in the road
sector including preparation, feasibility, design and implementation of road
development and maintenance projects are also required. - Extensive knowledge of road planning and
design processes as well as preparation of specifications and procurement
is essential.
