other communicable diseases in Africa and Southeast Asia. Malaria Consortium
works with communities, government and non-government agencies, academic
institutions, and local and international organisations to improve the health
of the population and the capacity of national health systems. It ensures that
good evidence supports delivery of effective services and evidence-based
decision-making by providing technical support for monitoring and evaluating
programmes and activities. In the recent years, the organisation has undergone
significant expansion, thus requiring robust and effective systems to meet the
new challenges.
guidance on set up, maintenance and utilisation of monitoring systems across
the organisation’s projects and contributes to M&E capacity building and
system strengthening within the organisation and with partners. The Monitoring
Specialist also ensures quality monitoring of projects and effective use of
routine monitoring data to inform programme decision-making and disseminate
lessons learned to stakeholders and external audiences. The Monitoring
Specialist serves as a member of the global M&E technical support team and
engages actively in the organisation’s M&E cluster.
Responsibilities:
- Steer the harmonizing of project
monitoring tools and methods across the organisation - Significantly contribute
to the strengthening of the organisation wide project monitoring system
for in country and donor reporting - Take part actively in the
design and set up of organisational wide cross project results monitoring system - Take lead the development
of an organisational wide routine project data aggregation system that can
be remotely accessed for viewing project progress. - Mentor and train project
M&E staff (and others as needed), building their capacities in M&E
and in data demand &use - Actively engage in
M&E strengthening in partner organisations, as required - Actively participate in
Malaria Consortium’s M&E cluster and contribute to organisational
M&E strengthening initiatives
- Offer technical guidance and
assistance to project teams to ensure programme data is effectively
managed and accurate for Malaria Consortium’s programmes. - Work closely with project
managers to improve the project & programme performance - For existing projects,
review their monitoring and evaluation projects to ensure that their plan
for project monitoring are sound and provide guidance where necessary. - Guide routine monitoring
data quality control in projects through the application of appropriate data
quality assurance measures to validate data and monitor the quality,(validity,
reliability, completeness and timeliness of collected routine monitoring
data)
- At project proposal
development or project start up, provide input and guidance on the ideal
monitoring system and structure that enables efficient routine
data collection, reporting and use - At project start-up
phase, lead the development and implementation of a robust project
monitoring system. This includes but is not limited to;
Conceptual design of a robust
monitoring system that includes collection and aggregation
Development of a suitable
routine monitoring database that enables aggregation
Development of an appropriate
database for entry and aggregation of the routine data entered.
- Review and contribute to
project documents with M&E results and respond to projects’ requests
for specific M&E support - Contribute to proposal
writing, developing M&E sections of funding proposals - Perform any other duties
as required
Skills and Experience:
- The candidate should
possess a good postgraduate degree in public health with significant
extensive experience in development and maintenance of routine project/programme
monitoring systems. - Extensive experience of
dedicated professional M&E experience in public health projects - Extensive cross-national
working experience - Past significant
experience in set up and maintenance of ICT databases and systems. - Prior experience
in electronic data collection, mobile health applications and basic
programming - Computer literacy skills
i.e. highly proficient in the use of large scale data entry &
statistical analysis packages e.g. STATA, EpiData, CSPro - Professional experience
in the field of malaria control and/or maternal, neo-natal and child
health - Extensive knowledge of
M&E reporting requirements of external donors (e.g. DFID, USAID, CIDA,
foundations) - Willingness and
availability to travel to all the organisation’s programme & project
sites & offices across Afric a, Asia and the UK at short notice and
for sets of several weeks (up to 30% of the time) - Past exposure and experience
with infectious disease surveillance systems - Significant experience in
quantitative methods and research design. - Comfortable at multi-tasking:
handling multiple projects simultaneously and prioritizing assignments - Excellent interpersonal
skills and an ability to work effectively with people in diverse settings - Ability to work
independently as well as part of teams
