International Agricultural Research (CGIAR). HarvestPlus seeks to develop and
disseminate nutrient dense staple food crops as a means to reduce
micronutrient malnutrition (hidden hunger) in developing countries. The initial
target micro-nutrients are iron, zinc, and vitamin A. HarvestPlus Uganda is
upscaling distribution I of vitamin A (orange) sweet potato and high iron beans
to farmers in selected regions of the country. This is accomplished through
joint action between HarvestPlus and implementing NGOs.
develop/review and implement monitoring and evaluation j framework including
selection/review of indicators, design of M&E strategies, guidelines,
standard reporting forms, databases and monitoring and evaluation tools. S/he
will engage in monitoring the progress of the project and report on the
progress. Following a philosophy of “monitoring, learning and action”, the
Officer will train staff on monitoring, collect data and share knowledge to
improve implementation practice.
- Proactively coordinate
the implementation of monitoring and evaluation framework with the
different partner NGOs. - Technically support
M&E specialist and the technical team in updating project result
framework - Monitor periodic
progress of activities based on partner annual work plans including data
collection and ensuring appropriate documentation at partner level - Review monitoring
tools including standard reporting forms in consultation with the M&E
specialist and other HarvestPlus staff, - Review the database
and analytical framework for analysis of information to assess progress of
the project at partner level - Perform statistical
analysis of collected data and ensure adequate reporting of this
information at partner level - Work closely with the
M&E specialist to ensure data quality assessments and entry in
databases.
- The applicant should
hold a Bachelor’s Degree in Economics, Statistics, Social Sciences, Agricultural
Sciences, Business Administration, or Development Studies - Significant experience
in M&E methods and approaches (quantitative, qualitative,
participatory field research methods) including practices in the
agriculture or nutrition sectors - Good working knowledge
and experience in the planning and implementation of M&E frameworks
and systems (including logframes) - Computer literacy
skills i.e. Proficient in Microsoft office programmes (Excel, PowerPoint,
Word), knowledge of statistical software (STATA or SPSS) - Highly killed in data
management and analysis - Excellent oral and
written English communication skills; fluency in some local languages - Collaborative,
self-motivated and able to work well within a multi-disciplinary teams - Excellent
interpersonal and organizational skills - Prior NGO Community
experience is an added advantage - Good working knowledge
of pro-poor strategies; gender-sensitive approaches is also highly
advantageous - Extensive knowledge
and understanding of rural development, with a focus on participatory
processes, joint management, and gender issues is highly preferred
