implementation is focused on supporting communities in fulfilment of their
economic rights and achievement of sustainable livelihoods, conflict resolution
and peace building, natural resource management and good governance. Our

respect, integrity and transparency. CARE programming is shifting from project
(short term) to programme (long term) approach. The Country Office completed
the design of the Northern Uganda Women Empowerment Programme (NUWEP) both
multi-years (10-15 years) programmes. The programme impact population are women
and girls of reproductive age affected by conflict in Northern Uganda.
Job Summary: The Advocacy Coordinator will steer CARE’s
work under Women Peace and Security framework, linking grass-root advocacy to
national level. This includes enhancing women participation in decision making
at all levels, documentation and learning agenda for SGBV, championing the
cause for women social, political and economic empowerment and gender equality,
creating vertical and horizontal linkages of civil society, liaison and
nurturing partnerships. This includes data collection and analysis of data
related to SGBV, strengthening civil society structures at grass-root
(coordinating and supporting work of advocacy forum), identification of
advocacy issues in the community with focus on SGBV, essential service
delivery, property rights and conflict resolution associated with the programme
impact group; creation of a forum for knowledge sharing and learning at
community, district, national and regional level.
Key Duties and
Responsibilities: 
  • Planning, implementation and monitoring
    advocacy activities at the district and community level
  • Actively facilitate management of advocacy
    information and communication within GEWEP in order to improve knowledge
    sharing, learning of promising practice within CO program/projects
    implementation
  • Actively engage in GEWEP advocacy
    (identify and initiate activities related to GEWEP implementation (Peace
    building, livelihood, gender and psychosocial support)
  • Financial Management (Develop, budget,
    track and account for GEWEP activities.
Qualifications, Skills and
Experience: 
  • The Advocacy Coordinator should ideally
    hold a post graduate degree holder in the relevant field
  • A minimum of two to three years’
    experience working on UNSCR 1325, rights based approach and GBV prevention
    and response
  • Past exposure and experience and knowledge
    of advocacy processes and tools including capacity building of others
  • The applicant should be highly knowledgeable
    in government structures and policies at local and national level
    (particularly within the field of gender, sexual and reproductive health,
    conflict resolution)
  • Past exposure and experience in initiating
    and nurturing partnerships and coalitions at local and international level
  • Excellent facilitation, communication and
    team work skills
  • Demonstrated ability to conceptualise,
    develop, plan and manage programs as well as impart knowledge and skills
  • Strong documentation and analytical skills
  • Strong organisational, program monitoring
    and evaluation skills
  • Computer literacy skills (Word, Excel,
    Access)
