respect, integrity and transparency. CARE programming is shifting from project
(short term) to programme (long term) approach. The Country Office completed
the design of the Northern Uganda Women Empowerment Programme (NUWEP) both
multi-years (10-15 years) programmes. The programme impact population are women
and girls of reproductive age affected by conflict in Northern Uganda.
Job Summary: The Program Component Specialist Business
Development will act as the technical specialist in business/enterprise
development for the entire programme and expected to contribute to component
planning i.e. periodic review/analysis of the component for relevance and
adaptation to context, initiating innovations and functional partnerships with
private sector players in agri-business and financial services, contribute to
the development and operationalization of program tools, strategies, models and
plans to enable the program realize positive change among its impact group. The
PCS will offer direct and general support to partners in the areas of
institutional strengthening/capacity building in value chains, farmer field
schools and financial literacy among others; planning; reporting; implementing;
monitoring and evaluating program strategies and activities. The PCS will also
contribute to resource mobilization and ensure that financial resources are well
utilized to meet the organization and donor demands.
Key Duties and
Responsibilities: 
  • Offer technical leadership in the
    development and execution of livelihoods diversification through
    enterprise development for improved and sustained economic livelihood in
    Northern Uganda
  • Steer the planning, implementation,
    monitoring and evaluation of the economic empowerment component in
    collaboration with partners, to achieve program objectives
  • Oversee partnership and relationship with
    other stakeholders in pursuit of the program objectives
  • Responsible for people and staff
    performance management
Qualifications, Skills and
Experience: 
  • The applicant should hold a post graduate
    qualification in the relevant field
  • At least three years’ program management
    experience in the technical area of economic empowerment programming or a
    related field
  • Proven leadership and strategic planning
    capacities
  • Strong skills and experience in M&E,
    advocacy, report writing and participatory planning techniques
  • Three or more years’ experience in
    capacity building and institutional development of civil society,
    particularly with regards to economic empowerment programming and
    conducting training
  • Computer literacy skills i.e. Knowledge
    (Microsoft office applications)
  • Possess the ability to work under minimum
    supervision
