About Us:
The Government of the Republic of Uganda has received Loans from the African Development Bank (ADB) International Fund for Agricultural Development (IFAD), Arab Bank for Economic Development of Africa (BADEA), Islamic Development Bank (IDB) to finance the Community Agricultural Infrastructure Improvement Programme (CAIIP) and Markets and Agricultural Trade Improvement Programme (MATIP).
About Project:
The principal development goal of the Projects is to contribute to poverty reduction and economic growth initiatives in Uganda through enhanced commercialization of agriculture. The specific objectives of the Project are to enhance farmer’s access to markets, attract competitive prices and increased incomes through improvements in rural infrastructures and their management by well mobilized communities.
Job Summary: The Financial Management Specialist (FMS) will offer technical support to the National Programme Facilitator (NPF) in Managing and monitoring financial activities of the Project as specified in the Agreement between the Government of Uganda and the Programme Financiers.
Key Duties and Responsibilities: 
  • Conduct the day-to-day financial operations of the project in consultation with the Principal Accountant;
  • Establishing and maintaining a Financial Management System for CAIIP and MATIP which is in line with the GoU Regulations and Development Partners’ Procedures.
  • Managing the preparation and submission of periodic Financial Reports to ADB, IFAD, BADEA, and IDB and the Government of Uganda.
  • Ensure the timely accountability and Value for Money for Projects’ resources;
  • Working closely with and attending to Auditors and any other Inspectors of Accounts.
  • Managing the Program’s relationship with the banking and financial institutions Supervising, Coaching and Training for all Accounting Staff associated with CAIIP/MATIP at all levels.
  • Perform any other duties and assignments that may be assigned by the Permanent Secretary and/or the National Programme Facilitator.
Qualifications, Skills and Experience: 
  • The applicant should hold a Bachelor’s degree in commerce or Bachelor of Business Administration (Accounting option) or its equivalent from a recognized University/ or Institution;
  • Professional accounting qualifications e.g. CPA, ACCA, CIMA is a must
  • Possession of a Master’s degree in accounting or Business Administration (accounting) or its equivalent from a recognized university/Institution is a must.
  • A minimum of eight (8) years over all professional experience in accounting, management and administration in government public or private organizations, international agencies or other relevant reputable development institutions five (5) which should be in managing Development Partners funded programmes
  • Must have good working knowledge of computerized accounting systems,
  • Prior experience in financial and accounting procedures of GoU/Development Partners funded Projects is an essential requirement,
  • Possess the ability to prepare and interpret financial statements and books of account, including management accounts,
  • A high level of interpersonal and management skills,
  • Ability to work with teams at all levels,
  • Ability to work under pressure and tight deadlines
