- Work in liaison with local governments, development partners, and civil society organizations, assure that the project is well represented.
- Raise awareness of the project’s advocacy goals and impact by coordinating special events and meetings with other project staff and partners.
- Establish robust advocacy among other donor-funded projects in the region to ensure an informed and coordinated response to policies, and an increased engagement by partner organizations.
- Technically support advocacy and community empowerment at the regional level and reposition advocacy as a top agenda for CSOs.
- Represent the USAID project in the region in broader civil society discussions around technical support capacity building and systems development around advocacy to ensure long-term sustainability.
- Working in close collaboration with other project staff to assess the advocacy needs of sub-grantees.
- Actively participate in development of advocacy related trainings and mentoring of sub-grantees.
- Work closely with key stakeholders i.e. CSOs and communities, as well as other key stakeholders, to refine program advocacy during the life of the project.
- Significantly contribute to the design and development of advocacy and communication tools.
- Work collaboratively with other project staff to develop strategies and approaches to engage and link mobilized community members, leaders, and groups with broader CSO advocacy initiatives.
- Represent the project at the local district, and regional levels to elevate project goals and contribute to ensure a strong voice for advocacy intervention organizations within the broader NGO community and the district local governments.
- Work in collaboration with other project staff, liaise with national and district officials, partner CSOs, and community groups to identify and strengthen platforms for meaningful engagement of community members and CSO representatives in decision-making and policy processes.
- Build and maintain key relationships with national and subnational governments, development partners, health professionals and professional associations, consultants, and CSOs; convene relevant stakeholders and champions when necessary.
- Contribute to the development of project work plans and collection of monitoring and evaluation data for reporting on outcomes and activities
- The ideal candidates should possess Masters’ degrees in Public Health, social sciences, international development or related field
- At least five years’ experience in development working with on issues of advocacy and community empowerment, experience interacting with local governments, development partners, and civil society organizations including community based organization
- Past exposure and experience in developing effective advocacy strategies, excellent judgment, conceptual and analytical thinking ability
- Demonstrated experience in capacity strengthening & advisory work, proven experience in partnership building and networking at various levels.
- Demonstrated understanding and knowledge of advocacy, decentralization in the Uganda context, Uganda’s sociopolitical economy, health and education sectors;
- Proven track record of campaigning and advocacy programs shall be essential;
- Possess the ability to be a motivator and leader of change, drawing on excellent communication skills to drive transformation;
- Possess excellent judgment, conceptual and analytical thinking ability;
- Possess the ability to travel up to 40% of the time.
