Job Summary:  The World Vision Programme Manager – Operations will offer technical support to the Integrated Programmes Director (IPD)in quality assurance as well as effective roll out of strategic initiatives and innovations.
Key Duties and Responsibilities: 
1. Program Development and Strategy Monitoring:
  • Represent Integrated Programmes on task oriented proposal development committees
  • Participate in identifying and nurturing local strategic partnerships. 
  • Following through with Program Development Division in organizing project pre-implementation workshops. 
  • Provide support to program staff on the operationalisation of the strategy.
  • Work closely with Quality Assurance to follow-through processes of reviewing and monitoring the implementation of the strategy.
  • Review and support the local partnership processes.
2. Support Integrated Programmes (IP) in Managing National Office (NO) Projects:
  • Actively participate in recruiting and induction of key project staff.
  • Ensure IP managed NO projects meet the implementation and reporting requirements.
  • Technically support/ follow up the implementation and documentation of divisional audit recommendations at national and field levels.
  • Work in collaboration with the Program Support Officer (PSO) to communicate key assignments and public relations engagements at national and field levels. 
3. Support IPD to Manage Special Projects and Innovations:
  • Technically support the development and dissemination of the urban programming strategy.
  • Support the utilization of information from child monitoring in programmatic interventions by technical and field teams
  • Support and monitor the implementation of initiatives adopted by the partnership and national office.
  • Build the capacity of staff to implement the initiatives and effectively engage with local structures, systems and institutions.
  • Providing insight and access to best practices and exposure to various innovations and initiatives in facilitating effective programming processes
4. Support the development communication function:
  • Ensure quality documentation processes such as change stories, promising practices, reports and speeches.
  • Oversee storage and sharing relevant information with key stakeholders both internally and externally.
  • Support the review and dissemination of existing operational policies and process improvement initiatives.
  • Liaise with PSO to draft key messages for IP staff on ministry and policy positions 
  • Document and disseminate promising practices and learnings from various initiatives.
  • Perform any other duties as assigned by the Integrated Programmes Director (IPD).
Qualifications, Skills and Experience: 
  • The candidate must possess a Bachelor Degree in Development Studies, Social Sciences or Education from a recognized Institution of higher learning. A post Graduate qualification or Master’s Degree in a Development field is desirable.
  • A minimum of four years’ experience in Development work with sound understanding of programming.
  • Possess post graduate training in Project planning and Management, Public administration and management.
  • Project planning and management skills
  • Significant experience in documentation and communication
  • Possess the ability to train and build capacity of others is critical.
  • Cross-team and stakeholder engagement.
  • Possess high-level conceptual and analytical skills.
  • Excellent relational and communication skills.
  • Commitment to World Vision mission and partnership values and sensitivity to its various expressions across cultures and denominations.
