to safe, affordable water and sanitation services.
Job Summary: The Senior Programme Coordinator Policy &
Campaigns is primarily responsible for providing first-rate policy analysis of
WASH and development issues to enhancing the sector influencing capacity of
WAU. The job holder should be able to extend analysis and relationship-building
beyond the confines of the WASH sector in order to position WASH as a key
economic and human development issue. You will be a good networker and good at
marketing WAU successes
The jobholder will also contribute to research into WASH Issues and
towards the development of communication and advocacy strategies which will
result in sustainable improvements in the provision of safe water, sanitation
and hygiene to the poor in Uganda. 
Working in collaboration with partners and other relevant stakeholders,
you are responsible for processing WASH information with a focus of influencing
and optimising the impact of such on WASH activities and overcome the barriers
preventing the poor from accessing safe water, sanitation and hygiene
facilities.
Key Duties and Responsibilities: 
  • Analyse
    both government and donor policies and assess how they impact on
    sustainable and equitable delivery of WASH services. This shall be done
    through
    • Identifying key issues on which WAU should focus its policy efforts
      in order to inform research, advocacy and campaigning strategies.
    • Developing agreed indicators with which progress towards objectives
      in policy change can be monitored.
  • You
    will be responsible for the communication of evidence produced by the
    Programme Coordinator Research to the sector and other relevant
    stakeholders; gauge sector processes and gather intelligence so as to
    ensure the ‘research into use’ is timely and targeted.
  • Work
    closely with the Head of Policy, Research and Campaigns facilitate the
    process of building the capacity of WAU and its partners to plan and
    undertake effective policy and campaigning programmes.
  • You
    will lead on both GAP 1 and GAP 2 WA priorities and ensuring their
    integration in the CP’s programming and delivery. This will involve you
    mainstreaming and integrating issues Policy and Advocacy in all WAU
    programme activities.
  • Keep
    informed about key political and socio economic developments and WASH
    events and opportunities in Uganda and region, to assess policy
    development work being carried out by other sector players and act
    strategically. This will involve identifying different important actors
    and set out strategies for informing and influencing them.
  • Represent
    WAU in key district advocacy and government meetings where our partners
    work. This will also involve strengthening relations with government line
    ministries specifically MWLE –DWD and MOH-EHD as well as MFED, TSU’s on
    WASH issues emanating from regions.
  • Identify,
    prioritize and manage a specific policy agenda as part of WaterAid’s
    influencing work in Uganda.  This
    needs to take into consideration priorities identified by the WAU Country
    Strategy Paper, Uganda’s national context and WaterAid global priorities.
  • Identify,
    prioritize and manage a specific policy agenda as part of WaterAid’s
    influencing work in Uganda. This needs to take into consideration
    priorities and progress in the Water and Sanitation sectors against Uganda’s
    Vision 2040 targets.
  • Play
    an  active  role in 
    national  water  sector 
    dialogue  mechanisms,  including  annual sector reviews, using WaterAid
    research to inform discussions. You will also be handling support to
    networks, building allies and partnerships etc to leverage WAU’s
    visibility in the sector and beyond to include working with
    parliamentarians, CSOs and other partners to magnify the plight of the
    poor and underserved access to WASH services.
  • Actively
    participate in and contribute to WAU’s efforts to strengthen in-country
    sector networks by establishing developing and maintaining relationships
    with other WASH sector working groups and research institutions for the
    purpose of gaining and contributing to information and advice on key
    issues.
  • Develop,
    grow and build good working 
    relationships  with
    officials  at key ministries:
    Ministry of Water, the 
    Ministry  of  Health, 
    the  Ministry of  Education,  Prime Minister’s Office,   Ministry of  Local 
    Governments, Ministry of Karamoja as well as District Local
    Government heads.. 
  • Develop
    and strengthen links with policy and advocacy networks nationally and, in
    collaboration with the Director of Policy, Research and Advocacy, regional
    team spearhead WAU’s policy influencing agenda. This will involve attending
    meetings and conferences in-country and internationally, represent WAU as
    and when requested.
  • Perform
    any other responsibilities, tasks or activities as assigned.
Qualifications, Skills and Experience: 
  • The
    best candidate should hold a bachelor’s degree in Social
    Sciences/Development predisposition, an advanced degree in Sociology,
    Economics, Social Statistics or Water Engineering with a strong
    development bias.
  • Additional
    specialized training in research design, data analysis and report writing
    (preferred)
  • A
    minimum of six years’ demonstrated working experience in Research and
    Policy Analysis in the field of development with any reputed national/
    international/ donor agency.
  • Excellent
    communication, facilitation, presentation, influencing and interpersonal
    skills.
  • Professional
    skills in preparation of Research reports, Policy design and
    interpretation. Having a good number of publications of articles in the
    recognized journals is preferred.
  • Past
    experience of policy dialogue with government and donors.
  • Significant
    experience and knowledge on WASH sector/ issues is desirable with proven
    ability to analyse (qualitative and quantitative) data
  • Extensive
    experience of Policy or Communication campaigns
  • Commitment
