several donor agencies in the practice area of Monitoring & Evaluation
(M&E) across many sectors including education, health, economic growth and

Leader for the evaluation of the Northern Uganda Development of Enhanced Local
Governance, Infrastructure, and Livelihoods program.
Responsibilities:
responsibility of leading the production of all the deliverables including:
- In briefing with USAID/Uganda on arrival;
- Assigning of specific roles and
responsibilities to other team members; - Interviewing key USAID Washington and Uganda
and other stakeholders cited in this terms of reference; - Finalizing and negotiating with USAID the
post-Desk Review work plan, evaluation tools, etc. for the evaluation; - Developing a time line within the final
work plan reflecting a commitment to completing the evaluation within the
negotiated time-frame; - Making certain that the logistical
arrangements in the field are complete; - Holding conference calls with past and
current, core team members and USAID/Uganda representatives prior to and
following the visit to Uganda; - Debriefing USAID/Uganda and key
stakeholders on evaluation findings; and - Producing a draft report to be left with
USAID/Uganda prior to departure, followed by a final report for
USAID/Uganda incorporating USAID/Uganda and key stakeholders’ feedback.
Experience:
- The ideal candidate should have at least
ten (10) years of experience in evaluation of local government/
administration programs in similar
post- conflict settings. - Must have played significant roles in
evaluation of more than ten activities, five of them in the local
government / administration sector. - Must have been a team leader for a minimum
of five evaluations. - Proven expertise and experience in design,
implementation and evaluation of programs on strengthening (and/or
rebuilding) local governments’ and administrations’ capacity to provide
social services is required. - Significant experience in working with and
assessing different types of aid modalities and financing options is
desirable. - The applicant must have substantial
experience in at least two of the sectors NUDEIL is active in e.g.
governance, education, livelihood development, infrastructure and broader
socio- economic recovery. - Excellent track record of successful
interactions and communications with a broad range of stakeholders,
including international organizations, host country government officials,
and civil society organizations.
