About USAID Project:
The Central Public Health Laboratory (CPHL) under the Department of National Disease Control (NDC) of the Ministry of Health, is responsible for the coordination and management of laboratory services in Uganda.
The goals of this procurement are to strengthen and support the CPHL in the area of laboratory logistics and supply chain management. Under the coordination and leadership of CPHL, and in close collaboration with the Chief of Party and other stakeholders, he/she will work to strengthen the policy, procedures, systems and capacity that relate to laboratory supplies quantification, financing, ordering and reporting, distribution, stock and storage management and logistic information systems.
Job Summary: The MSH Senior Laboratory Advisor will be responsible for the coordination and leadership of CPHL, and in close collaboration with the Chief of Party and other stakeholders, he/she will work to strengthen the policy, procedures, systems and capacity that relate to laboratory supplies quantification, financing, ordering and reporting, distribution, stock and storage management and logistic information systems.
Key Duties and Responsibilities:
- Work in liaison with CPHL, establish a laboratory logistics unit with an organizational structure, staffing and resources that would be responsible for coordinating and collaborating with other stakeholders, all aspects of laboratory logistics and supply chain management.
- Offer technical guidance, direction and leadership to CPHL in laboratory logistics and supply chain management and collaborate with other laboratory stakeholders in supporting laboratory logistics activities.
- Develop annual work plans for the laboratory logistics unit, ensuring alignment with project strategy and agreement on annual targets.
- Render support in the strengthening, quantification, ordering and reporting, stock/storage/information management at all levels of laboratory operations.
- Technically support CPHL with SLMTA rollout specially the logistics component in areas related to logistics and supply chain management.
- With the assistance of other project staff, assist in the development and implementation of a system for financial management of laboratory commodities and ensure systems for tracking and monitoring expenditures at all levels.
- Support CPHL in strengthening laboratory information systems and utilization of data for decision making at all levels.
- Support capacity building including strategies based on supportive supervision and performance assessment and monitoring systems.
- Actively contribute to routine reporting for submission to funders/project.
- Perform any other task assigned by his/her supervisor
Qualifications, Skills and Experience:
- The applicant should possess a bachelor’s degree in Laboratory Sciences with a post graduate qualification in Biochemistry, Microbiology or Hematology or related laboratory field.
- A minimum of ten years’ professional work experience in laboratory management including strengthening laboratory systems and laboratory accreditation in international settings.
- Extensive experience in laboratory logistics and supply chain management
- Past experience in implementing laboratory information systems.
- Detailed understanding and knowledge of Uganda’s public health sector and working experience in Uganda preferred.
- .Fluency in spoken and written English
- Excellent report writing skills.
- Excellent interpersonal skills, sound judgment, communication skills, and ability to identify and resolve operational constraints.
- Good computer literacy skills i.e. proficiency in Microsoft Office (Excel, Word and PowerPoint).
- Willingness and availability to travel extensively within Uganda as required
