Uganda
various donors pool funds together to support low income countries towards the
achieving the Millennium Development Goal (MDG) of Universal Education For All
(EFA) and gender parity in education.
Partnership for Education (GPE) Fund (GPEF) as support towards the
implementation of the Education Sector Strategic Plan (ESSP). In November 2013,
Uganda’s Application for the grant worth USD $100M was approved by the GPE
Board. The development partners, in consultations with the Government of Uganda
endorsed the nomination of World Bank to act as the Supervising Entity for the
grant.
Uganda in improving teacher and school effectiveness in the public primary
education system. The project is centered on improving education service
delivery at teacher, school and system level to realize meaningful gains in
pupil achievement in primary grades.
Surveyor will offer technical support to the MoES Project Coordination Unit
(PCU) in the implementation of activities related management of civil works
contracts and costing of works under the Project. The TA/QS will provide
detailed cost analysis and forecasts in all the activities and keep track of
the Project’s time schedule and disbursements to contractors.
- Conduct the activities related to costing
of works and related engineering inputs under the project - Coordination and review of financial
matters related to the construction works under the project - Work hand in hand with the AC/CMU to
develop MS Project activities scheduling and cost parameters for the
project and use it to track the project progress against costs. - Monitoring of post-contract services
performed by the contractors and supervision consultants - Conduct regular site visits and
participate in monthly site meetings and provide detailed reporting - Compile and prepare the monthly or periodic
certificates for contractors and ensure that they have been processed and
necessary payment requests produced and review and verification of works
certificates submitted by the Consultants - Participation in preparation of tender
documents, tender evaluations and preparation of tender reports - Assisting TA/Proc in preparation of annual
work plans and progress reports. - Be familiar with cost planning so as to be
able to liaise with the design team with respect to staying within project
budget. - Preparation of annual disbursement
schedules for construction works
Experience:
- The ideal candidate should possess a
bachelor’s degree in Quantity Surveying or its equivalent from recognized
university. - Possess valid membership of the Uganda
Surveyors Registration Board (SRB) or an equivalent professional body in
another country which is recognized by SRB is must. - A post graduate qualification or an
equivalent professional qualification or accreditation will be an added
advantage - A minimum of five (5) years of practical
experience in quantity surveying practice or related duties in a public or
private institution. - Excellent computer literacy skills and proficiency
in the use of standard architectural software e.g ArchiCAD, AutoCAD etc.
and the use of ICT project planning tools like MS Project or equivalent
and demonstrate how these would be used to enhance the protect planning
and performance - Proven experience in cost estimation and
preparation of tender documents for civil works contracts with complex
engineering and electro-mechanical services - Past exposure and experience in the
management of civil works contracts in the public sector infrastructure
will be an added advantage.
