In July 2011. Uganda became eligible for a grant from the Global
Partnership for Education (GPE) Fund (GPEF) as support towards the
implementation of the Education Sector Strategic Plan (ESSP). In November 2013,
Uganda’s Application for the grant worth USD $100M was approved by the GPE
Board. The development partners, in consultations with the Government of Uganda
endorsed the nomination of World Bank to act as the Supervising Entity for the
grant.

Uganda in improving teacher and school effectiveness in the public primary
education system. The project is centered on improving education service
delivery at teacher, school and system level to realize meaningful gains in
pupil achievement in primary grades.

Job Summary: The GPE Procurement
Specialist will be responsible for ensuring
that all procurements, terms of reference and lists of goods and services under
the GPE project are carried out in line the World Bank Rules and Procedures and
Government of Uganda procurement systems; are delivered on time, to the
required specifications; and are consistent with the overall project budgets
and objectives.

Key Duties and Responsibilities:
- Compile, prepare, review, and monitor the
implementation of the project annual procurement plans; - Synchronize the procurement budgets in
line with the project objectives; - Coordinate the timely solicitation of
statements of requirements: collate similar needs into bulk procurements
to benefit from economies of scale. - Prepare bidding documents and ensure their
timely submission for review and approval by the World Bank; - Work closely with the different line
ministries, departments, ensure that the service provider and contractors
specifies the right goods and services; - Coordinate the advertisement and receipt
of the bids/tenders; - Work closely with the MoES’s Procurement
and Disposal Unit, undertake the evaluation of bids and lead the
preparation of the bid evaluation reports. - Ensure that World Bank rules and
procedures are followed at all the different procurement stages including
ensuring that ‘no- objection” is obtained at all stages of the
procurement processes; - Contribute to the preparation of Quarterly
Project Progress Report; - Prepare draft contract agreements and
ensure that they are forwarded to Solicitor General (SG) for clearance and
organize the contract signing after SG’s clearance; - Participate in contract negotiations and
technical discussions with consultants, suppliers and contractors and
provide procurement guidance. - Manage and appraise performance of service
providers (suppliers, contractors and consultants) to achieve set Key
Performance indicators (KPI’s); - Manage equipment warranties, insurance and
contractor performance securities (defects liability period); - Verification of goods / supplies and;
- Offer advice to the Coordinator on all
procurement issues - Perform any other duty as assigned.
Qualifications, Skills and
Experience:
Experience:
- The ideal candidate should possess a Bachelors’
Degree in Procurement and Supply Chain Management, Law and Business from a
recognized university - Professional full qualification in CIPS is
a must. - Possession of a Masters’ degree in
procurement or supply chain management from a recognized
university/institution or certification from an internationally recognized
international development project management organisation is an added
advantage. - At least five (5) years of experience in
procuring goods services and works in a public or private sector
institution. - Past experience of at least three (3)
years in implementing procurement procedures of GoU and donor funded
projects is an essential requirement. - Demonstrated experience in implementing
procurement of high value contracts in civil works, supply of goods and
consultancy services and procurement planning is an essential requirement
