Job Summary: The Senior
Methods Engineer will be responsible for identifying and eliminating safety
risks as well as driving policies and best practices throughout the
Company.  Responsibilities include
creating and implementing health and safety procedures and giving regular
progress reports to the HSE management team. Start-up subsidiary requiring in
depth knowledge of HSE expertise based on international oil and gas
referential.
Key Duties and Responsibilities:
  • Manage compliance
    requirements for Safety Management regulations in line with Company’s
    Safety policies.
  • Facilitate, conduct,
    and document Risk Management Program and Hazard Analyses at Company sites
  • Utilize risk reduction
    strategies to mitigate risk associated with PSM (Process Safety
    Management)
  • Prepare and send
    periodic reports as required by government, regulatory agencies, and
    industry associations and participate in investigations of process-related
    accidents
  • Develop Company’ HSE
    Management System in compliance to Group practices and international
    standards.
  • Implement and maintain
    Company’s Emergency Response System and update existing Safety plans; –
    General Emergency Response Plan, Site Contingency Plan, etc.
  • Maintain and test
    Company’s Emergency facilities; – Crisis Room, On Duty Officer tools, etc.
  • Support the estimation
    of Safety budget and the effects of Operational changes on expenditures
    for HSE management review, action, and control.
  • Draft and design
    layout of safety equipment, materials, and workspace to ensure maximum
    efficiency.
  • Confer with service
    providers, staff and management personnel regarding Safety specifications,
    regulations and policies.
  • Study operations
    sequence, functions and organization charts to determine Safety functions
    and responsibilities.
  • Apply statistical
    methods to follow up on Safety processes and applications to ensure their
    adequacy by implementing reporting tools.
  • Recommend methods for
    improving Safety implementation and communicate with management and user
    personnel to develop Safety standards within the subsidiary.
  • Complete Safety
    reports and risk analysis to promote Safety awareness within the Company.
  • Coordinate and
    implement Safety control objectives, activities, or procedures to maximize
    Company’s Safety standards and procedures.
  • Develop Safety
    Operating procedures for Company’s facilities in collaboration with
    operations disciplines (Drilling/Construction/ Logistics);
  • Review Company’s
    safety programs to determine their adequacy and Compliance to Group’s
    Safety procedures.
  • Mentor, coach, and
    train the staff on process safety issues.
Qualifications, Skills and Experience: 
  • The candidate must
    hold a Bachelor of Science in a technical field, preferably Occupational
    Health & Safety or Chemical Engineering
  • At least ten years’ experience
    in the upstream sector with a proven background in safety engineering in
    the Oil and Gas industry.
