Coordinator- Global Partnership for Education Project (PC/GPE)

achieving the Millennium Development Goal (MDG) of Universal Education For All
(EFA) and gender parity in education.
Partnership for Education (GPE) Fund (GPEF) as support towards the
implementation of the Education Sector Strategic Plan (ESSP). In November 2013,
Uganda’s Application for the grant worth USD $100M was approved by the GPE
Board. The development partners, in consultations with the Government of Uganda
endorsed the nomination of World Bank to act as the Supervising Entity for the
grant.
Uganda in improving teacher and school effectiveness in the public primary
education system. The project is centered on improving education service
delivery at teacher, school and system level to realize meaningful gains in
pupil achievement in primary grades.
Project Coordinator will work closely with the Project Coordinator, GPE and
primarily serve as the daily responsible officer for project coordination.
- Routinely interact with the relevant
project implementing units in the execution of project activities; - Act as the key focal point for all the
project-related activities and interface with World Bank office and other key
implementing development partners; - Proactively coordinate the implementation
of the project activities supported by the relevant departments of the
MoES; - Seek necessary Bank clearances for all
project activities that require clearances prior to execution of the
project activities; - Monitor the implementation of all project activities
and prepare periodic reports; - Coordinate meetings with the Local
Education Group; - Assisting the preparations of the annual
budget and progress reports; - Coordinate the submission of the progress
reports to the World Bank; - Coordinate, facilitate and convene
evaluation committee meetings apd site visits of supervision teams; - Oversee the achievement of results in line
with the project results framework; - Oversee all recurrent operating activities
that are required to effectively implement the project; - Work in liaison with all relevant
stakeholders and other members of the project implementation including
Procurement, M&E, Finance. - Perform any other duties or protect
management assignments that the Project Coordinator may assign.
Experience:
- The ideal candidate must possess a good bachelor’s
degree in Basic Education and Education Management from a recognized
university. - Post graduate qualifications in Project
Management. - A minimum of five years’ experience and
familiarity with Government of Uganda - procedures;
- Possession of prior project management experience
and / or academic position with experience in project appraisal,
management of project budgets and excellent report writing skills; - Extensive knowledge in the fields of
financial management, procurement management, and monitoring and
evaluation; - Good familiarity with the education
environment and pre-primary and primary education regional and
sub-regional bodies; - Possess the ability to prepare and have
demonstrable experience in the implementation of projects; and, - Past working experience working for an International
donor.
