Job History:
The programme follows on from the Financial System
Development programme, which began in 1998 and is being implemented up to the
end of May 2014 in cooperation with the Bank of Uganda (BoU). The follow-on
project pursues a multi-actor approach that includes representatives from central
ministries, supervisory authorities, associations, stakeholders from the
private sector and individual financial institutions. The leading executing
agency is the Ugandan Ministry of Finance, Planning and Economic Development
(MoFPED). The main project implementation partner is the BoU. Inputs in four
areas of activity are to achieve the following: (i) the legal framework for
financial intermediaries in rural areas is improved, (ii) the agricultural
finance sector is formally coordinated, (iii) the capacity of financial
institutions in the rural and agricultural financing sector and the relevant
product development capacity is enhanced, and (iv) the rural population has a
better understanding of basic finance and an effective system of financial
consumer protection is introduced. In addition, the programme provides
development advisors to support the Association of Microfinance Institutions of
Uganda (AMFIU) and a cooperative association. An integrated expert is working
at the Mountains of the Moon University on providing study courses in the
banking and finance sector. In addition, several partnerships with the private
sector are being implemented as part of the programme (e.g. with Deutsche Bank
and the software company SAP).

refining and enhancing the quality of the Credit Reference Bureau (CRB) concept
and on opening up the market for further actors. You will advise the BoU on
regulating the microfinance sector and will support it on the topic of
branchless banking (Mobile Money Guidelines, National Payment Systems Act,
Agent Banking Guidelines/Regulation). Your duties will also involve managing
existing development partnerships with the private sector and initiating new
ones. You will be responsible for monitoring and evaluating the programme. In
addition, the incumbent will support the
programme manager in activities such as acquiring co-financing.

Qualifications,
Skills and Experience:
Skills and Experience:
- The applicant must have
completed a university degree in business administration or
economics/finance and have gained professional experience in financial
systems and microfinance. - Extensive knowledge and
understanding of policy consulting and advisory services in partner organisations
on this topic while working in the field of development cooperation for at
least five years (including abroad). - Proven project management
skills and have stamina and good persuasive skills in this area. - Fluency in both written
and spoken English - Fluency in German would
be an advantage - Excellent IT skills.
