The Electricity
Regulatory Authority (ERA) is a statutory body established in 2000 in
accordance with the Electricity Act 1999 to regulate the generation,
distribution, transmission, sale, export, import of electrical energy in Uganda
and to guide liberalization of the electricity industry, manage licensing,
rates, safety and other matters concerning the industry.

Job Summary: The
Economist (Pricing) will be responsible for;
Economist (Pricing) will be responsible for;
- Proposing changes in the policy
framework for the electricity supply industry. - Developing and maintaining an efficient
database on tariff determination. - Reviewing and managing the Tariff
setting processor Licenses. - Actively participating in the process of
forecasting electricity demand and plans for the short, medium and long
term supply. - Licensing all new projects and implement
a licensing regime that encourages Investment in the Electricity Supply
Industry (ESI).
Key Duties and Responsibilities:
- Offer timely advice and guidance to the
Manager (Pricing) on policies, strategies, procedures and decisions on
pricing and tariffs and rate of return issues for the utilities. - Review and maintain the tariff models
and structures to ensure that they are consistent with the Licenses/Power
Purchase Agreements. - Review tariffs regularly in accordance
with the licenses issued to the companies. - Review and regularly update the
feed-in-tariffs for Renewable Energy projects. - Review Power Purchase Agreements.
- Perform the economic and financial
appraisal of feasibility studies. - Conduct the economic and financial
appraisal of license applications. - Develop Key Performance Indicators and
benchmarks in the Electricity Supply Industry. - Monitor the performance of licensees vis-a-vis
the assumptions used while setting tariffs. - Offer technical in-put to the
development of the Least Cost Generation Plans. - Perform any other duties as may be
assigned by the Manager (Pricing), Director (Economic Regulation) or
Management.
Qualifications, Skills and Experience:
- The ideal candidate should possess an
honour’s Degree in either Quantitative Economics or Economics, Financial
Economics or equivalent with ACCA or CFA from a recognized
University/Institute. - Possession of a Masters Degree in
Economics or Financial Economics, Quantitative Economics, Investment
Banking, Finance, Development Finance etc will be an added advantage. - At least three (3) years of relevant
experience. - Economic and financial modelling skills
- Significant knowledge of electricity
tariff structures and pricing levels - Strong Econometrics skills
- Comfortable with MS Office applications
with advanced Excel Modelling skills - Computer literacy skills i.e.
comfortable using computer applications in financial and economic analysis - Good research skills
- Highly numerate with advanced analytical
skills - Possess the ability to interpret the
financial statements of companies - Familiarity with Project Management and
Appraisal - Excellent report writing skills
- Possess the ability to work with minimal
supervision - Excellent Interpersonal Skills
- High degree of integrity
- Hard working character
