The Electricity
Regulatory Authority (ERA) is a statutory body established in 2000 in
accordance with the Electricity Act 1999 to regulate the generation,
distribution, transmission, sale, export, import of electrical energy in Uganda
and to guide liberalization of the electricity industry, manage licensing,
rates, safety and other matters concerning the industry.

Job Summary: The Human
Resources Officer will be responsible for;

- Guide ERA on HR
strategies and policies and ensure that the HR function provides the
support required to implement them. - Ensure implementation
and compliance with the ERA HR and Administrative policies and procedures. - Develop and recommend
implementation of adequate human resource policy for ERA. - Develop and recommend
implementation of adequate administrative structures for ERA.

- Assist the Manager,
Human Resource & Administration services. - Induct all new staff
into ERA’s organizational culture. - Conduct skills audit
within ERA. - Recommend an
appropriate staff development plan. - Offer Secretarial
support to Administration & Human Resource meetings. - Technically support
the Administration & Human Resource Manager in recruiting and
staffing. - Assist in monitoring
the performance of staff and mentoring them. - Attend to staff
workplace requirements & welfare within the approved frameworks. - Recommend staff
remuneration and reward management policies, processes and procedures that
attract, retain, and motivate employees. - Manage and mentor all
lower level Administrative staff as may be assigned. - Supervise and
periodically report on outsourced services in the Administration Unit. - Recommend to the
Manager, HR and Administration, internship deployments and manage their
induction and reporting. - Manage and
periodically report on Staff leave. - Manage issuance of
Staff Identity Cards. - Prepare write ups for
Staff facilitation while travelling for duty or training. - Update the Human
Resource Information in the Dynamic Navision (DNAV) system and generate
reports as may be required. - Ensure Staff files are
kept up-to-date. - Perform any other
duties as assigned by the Manager (Human Resource & Administration),
Director (Financial and Administrative Services) or Management.
Qualifications, Skills and
Experience:
Experience:
- The ideal candidate
should possess an honour’s Degree in either Public Administration and
Management, Human Resource Management, Organizational Psychology, Business
Administration (specializing in Human Resources Management/Management) or
any other relevant qualification. - Possession of a
Masters degree in Human Resource Management/ related discipline or Post
Graduate Diploma in Human Resource Management or a related discipline is a
must have. - At least three (3)
years of relevant experience. - Excellent
interpersonal skills. - Good familiarity with
Human Resources best practices. - Good staff counseling
skills. - Computer literacy
skills. - Must be trustworthy.
- Highly
result-oriented, a team player with a high degree of professionalism. - Excellent
communication skills (written and oral). - Good leadership
skills.
