2012, 60% of second year children are unable to read a simple paragraph, and
70% cannot perform simple mathematical tasks such as long division. In Uganda,
90% of grade 3 children are unable to read and understand an English story text
of grade 2 level difficulty; 70% of grade 3 children are unable to solve
numerical written division sums of grade 2 level difficulty.

embed the Teacher Changemaker approach into their existing programmes and
school networks.
Partnerships Manager will manage relationships with existing partners and
support them to integrate STIR effectively into their programmes and ensure
high quality delivery of the model.
Responsibilities:
- Manage and grow relationships with pilot
partner organisations such that they remain committed to working in
partnership with STIR after the pilot - Work with partner organisations to ensure
effective delivery of the STIR programme - Work closely with partner organization to
adapt the STIR programme to the Ugandan context and to their own programme
context - Manage and develop two STIR Programme
Managers - Oversee support provided to partner
organisations by STIR Programme Managers to ensure it is high quality and
consistent - Ensure all necessary data is gathered from
partners in a timely manner - Liaise with STIR India team members to
share lessons about the most effective means of managing STIR partnerships - Create opportunities for partners to learn
from and share approaches to leading networks with each other - Develop a knowledge base to support the
effective running of future teachers’ networks in Uganda - Work closely with partner organisations
about the effectiveness of their field staff and provide additional
support to individual partner staff members as is necessary - Work in liaison with the central team to
ensure feedback from partners is taken into account with programme design
and data gathering processes - Offer additional support to STIR as an
organization as required – be willing to ‘muck-in’ – and share learning with
the India and UK teams
Experience:
- The ideal candidate will have at least
four years’ experience (with at least 2 years in grassroots education), a
good knowledge of the East African education context, clear leadership
skills, good ‘start-up’ experience and a strong commitment to working in
partnership. - The Uganda Partnerships Manager will have
an exceptional ability to influence and motivate people (some of whom will
not be formally reporting to them); and an ability to work with people
operating in different organisational cultures and in challenging
contexts; and a very strong focus on quality implementation. - Crucially, they will have a very strong
belief in the possibility and potential of teachers leading change in the Uganda
education system. - Prior experience of overseeing multiple
partnerships simultaneously - Past exposure and experience in ensuring
quality implementation in a range of settings - Experience in managing a team based ‘in
the field’ for the majority of the time - Possess a detailed understanding of the
challenges teachers and schools face in Uganda - Past exposure and experience in managing
the collection of data - Possess the ability to influence people
without direct authority over them - Ability to gather and act on feedback
swiftly to enable programme improvement - Highly skilled in project management – to
ensure deadlines are met and that momentum is created for the STIR
movement - Strong commitment to excellent education
for all and a belief in teachers and school leaders as people with the
capacity to lead change in the system - Positivity and optimism such that you can
motivate others during challenging times - Very strong leadership skills
- Very implementation focused – a real ‘can
do’ person - Flexibility and a willingness to adapt (in
order to set-up the most appropriate structure for each STIR partnership) - Willingness to learn from and collaborate
with partner organisations - Humility as you work with people from a
wide variety of backgrounds and experiences and openness to learn from
their experience - Resilience in the face of the challenges
of impacting public education in Uganda - Creative – especially in terms of
motivating people and finding ways to overcome the challenges of working
in schools in low-income communities – and in overcoming challenges faced
by partners - Confident in wide variety of social
settings - Open and keen to learn and improve as a
manager - Highly organized and professional in
approach to managing partnerships - Enjoyment of travel and opportunity to work
‘on the go’ in rural areas - Highly sensitive to local context and
particularities and able to adapt to work effectively in different
contexts
