About GPE:
The Global Partnership for Education (GPE) Program is a programme where
various donors pool funds together to support low income countries towards the
achieving the Millennium Development Goal (MDG) of Universal Education For All
(EFA) and gender parity in education.
In July 2011. Uganda became eligible for a grant from the Global
Partnership for Education (GPE) Fund (GPEF) as support towards the
implementation of the Education Sector Strategic Plan (ESSP). In November 2013,
Uganda’s Application for the grant worth USD $100M was approved by the GPE
Board. The development partners, in consultations with the Government of Uganda
endorsed the nomination of World Bank to act as the Supervising Entity for the
grant.
The Project Development Objective is to support the Government of
Uganda in improving teacher and school effectiveness in the public primary
education system. The project is centered on improving education service
delivery at teacher, school and system level to realize meaningful gains in
pupil achievement in primary grades.
Job Summary: The Civil
Engineer will mainly work to strengthen the Construction Management functions
of the Project in liaison with CMU to improve the technical supervision and
monitoring mechanism of the Ministry to ensure better quality and completion of
schools within the stipulated contract periods.
Key Duties and Responsibilities:
 
  • Review existing guidelines including
    specifications, bill of quantities, architecture and working drawings of
    all facilities provided under the GPE
    project:
  • Intuitively review by the group
    collectively and by the quantity surveyor, particularly, the priced bill
    of quantities, including the rate analyses of the different items of works
    and finalize the rate analyses based on first principles of all items of
    works of the different facilities provided under the project;
  • Review the bid evaluation reports, check
    the arithmetical corrections and comparison of bids of the responsive
    bidders, and the recommendations of award by the schools and submit
    recommendations to Assistant Commissioner, PDU through AC/CMU for review
    and decision;
  • Review the genuineness and validity and
    monitor and track the performance bonds and bank guarantees and ensure,
    that these are always updated till the handing over of the schools;
  • Review and synthesize the monthly reports,
    identity problems and suggest recommended actions to enable the senior
    management to make timely decisions so that the construction is not
    compromised in terms of quality and timely completion;
  • Prepare, compile and submit to Assistant
    Commissioner/ Construction Management Unit (AC/CMU) with copies to Deputy
    Coordinator (PC/GPE), Assistant Commissioner/Procurement and Disposal Unit
    (AC/PDU), Assistant Commissioner/Internal Audit (AC/IA), Assistant
    Commissioner /Accounts (AC/Accts), Commissioner Basic Education (C/BE) and
    Commissioner Education Planning and Policy Analysis(CEPPA) monthly,
    quarterly and  annual reports that
    give a comprehensive picture of the construction work by region/Lot and
    nationally, including cumulative disbursement;
  • Review requests for contract variations,
    process these requests and submit appropriate recommendations to AC/CMU
    for necessary and timely action;
  • Conduct random field trips as may be
    required by AC/CMU to check particularly the problematic sites, and submit
    appropriate remedial action to ensure both quality and timely completion;
  • Conduct simple capacity building exercises
    to improve the capacity of the junior technical staff of CMU as well as
    the Ministry to better supervise the construction to ensure both quality
    and timely completion of school facilities;
  • Assist in the preparation of simple repair
    and maintenance handbooks to ensure that the new facilities provided and
    equipment supplied are property maintained and provide the training to the
    Head Teachers and staff in charge of repair and maintenance;
  • Assist in the pre-final inspection of
    completed schools, undertake random check of rectification of defects and
    assist in the final completion of schools and handing over of the schools
    to the school authorities;
  • Actively participate and provide sound
    technical advice in all technical meetings related to civil works, whether
    these meetings are held in the Ministry or in the schools; and
  • Carry out any other duties and
    responsibilities related to civil works as directed/instructed by the
    senior management, through the Assistant Commissioner, CMU.
Qualifications, Skills and
Experience:  
  • The ideal candidate should possess a
    Bachelor degree in Civil/Building Engineering, should be registered with
    the Engineers Registration Board or Institute of Professional Engineers.
  • A minimum of six years’ professional experience
    in related area of expertise:
  • Excellent  command of spoken and written English;
  • Adequate computer skills required to
    discharge their responsibilities in the related area of expertise.
  • Proven experience in cost estimation and
    preparation of tender documents for civil works contracts with complex
    engineering and electro-mechanical services
  • Prior experience in the management of
    civil works contracts in the public sector infrastructure will be an added
    advantage.
