About WFD:
Westminster Foundation for Democracy (WFD) is an independent political
foundation sponsored by the Foreign and Commonwealth (FCO) and the Department
for International Development (DFID) specialising in parliamentary
strengthening and political party development. 
It does this primarily by supporting the development of parliaments, political
party structures and civil society organisations. 
Established in 1992, WFD has supported transitions to democracy in
central and Eastern Europe, strengthened multi-party democracies in Africa, and
extended its work to Asia and Middle East and North Africa in recent
years.  In 2012, the organization
celebrated its 20th anniversary – a year in which it’s set to greatly increase
its role and impact as a world leader in supporting the development of
democracy. 
Job Summary: The Programme
Manager, Uganda will have responsibility for leading the implementation of
WFD’s parliamentary strengthening programme in Kampala, Uganda which includes
managing the full programme cycle and maintaining oversight of the programme
budget and expenditure. They will also play an important role in stakeholder
management of senior parliamentary figures and democracy organisations.  This will include maintaining crucial
relationships with the leadership, Members and staff of the Parliament of
Uganda, as well as with our partners Gulu Women Economic Development and
Globalization (GWED-G), Reproductive Educative and Community Health Project
(REACH) , Uganda Parliamentary Press Association (UPPA), local CSOs and the
Delegation of the European Union to Uganda. They will have the support of a
Programme Administrator and Finance Assistant (PAFA) who they will have day to
day line management responsibility for.
Key Duties and
Responsibilities: 
1. Programme Management:
  • Managing the full programme cycle
    utilising standardised programme management tools including, work
    breakdown structures, project logic, logframes etc;
  • Consult and work with the programme’s
    local partners as well as the Institute of Parliamentary studies to set
    objectives and organise programme.
Undertaking the following tasks:  
·        
Development of materials and tools for programme
training
·        
Coordination and planning of inward and outward
visits
·        
Source and contract suppliers for delivery of
programme activities
·        
Review progress of programme according to WFD’s
monitoring and evaluation guidelines 
·        
Carry out programme activity follow-up with
direct and indirect beneficiaries
·        
Develop and apply programme communication’s
strategy
·        
Maintain an up-to-date risk register
·        
Based on the outcome review either close-down of
programme or transit into second phase
·        
Properly apply WFD’s risk management policy and
procedures in their areas of responsibility and to assess and manage risk
appropriately, particularly where WFD operates outside its stated ‘risk
appetite’.
·        
Ensure that their staff are informed of their
responsibilities in relation to risk management and have an awareness and
understanding of WFD’s risk management policy and procedure.
·        
Ensure that an appropriate system of risk
management is maintained and to escalate matters of ‘high risk’ to relevant
peers and the Accounting Officer  
2. Programme stakeholder management
  • Develop and maintain
    stakeholder mapping
  • Consult and work with
    the programme’s local partners as well as the Institute of Parliamentary
    studies to set objectives and organise programme. 
  • In consultation with
    local stakeholders to ensure buy-in for the programme in its design and
    implementation
  • Establish and maintain
    key donor relations
  • Keep the EU delegation
    regularly informed of progress
  • Work with other donors
    to coordinate work.
3. Financial Responsibility
  • Responsible for
    profiling, forecasting and financial management of the programme budget
  • Responsible for
    keeping track of finances, expenditure and cash flows
  • Responsible
    reconciliation of expenditure
  • Maintain accurate
    monthly accruals
  • Responsible for
    accurate and timely financial reporting to WFD
  • Responsible for
    ensuring an accurate asset register is maintained by the office.
  • Responsible for
    ensuring that expenditure incurred in country complies with EU standards
    and polices.
4. Reporting and analysis
  • Research, analyse and
    report on trends on parliamentary practice and developments in the Uganda
    and Africa. 
  • Use information to
    explore new opportunities for continued parliamentary strengthening programmes
    in Uganda
  • Research and prepare
    policy advice relating to the Uganda programme and on new policy issues
    and priorities in Uganda
  • Undertake information
    gathering for WFD Board of Governors and other analysis as required by WFD
5. Direct line management responsibility for the Programme
Administrator and Finance Assistant (PAFA); setting objectives, performance
management, provide day to day support and development for staff to achieve
results  
Qualifications, Skills and
Experience: 
  • The ideal candidate
    should possess a Master’s Degree level in a relevant discipline such as
    political science, law, social development, public administration or
    international relations       
  • Extensive knowledge of
    the political environment in Uganda and the recent developments in
    decentralisation.       
  • Good understanding of
    Gender issues in Uganda and familiarity with issues around FGM, Domestic
    Violence and CEDAW.         
  • Sound understanding of
    parliamentary and political systems     
  • Significant experience
    in designing and implementing programmes. 
    This should include management experience of parliamentary
    strengthening or related democracy development work. 
  • Experience
    implementing European Commission funded programmes
  • Fluency in English
    especially written and oral communications skills necessary to produce
    proposals and reports and to present them to WFD’s Board and funders, to
    donors, and to local partners and other stakeholders   
  • Thorough understanding
    and experience of financial management and numerical competency       
  • Significant experience
    of gathering and consolidating information for monitoring and evaluation
    purposes        
  • Significant experience
    of producing programme reports with analysis and documentation of outcomes
    and programme learning     
  • Credibility and
    confidence to lead programme implementation and coordination        
  • Exhibit flexibility to
    work in a fast changing environment with the ability to manage and
    prioritise a range of operational, financial and administrative
    responsibilities         
  • Good judgement in
    taking decisions where there is sometimes no precedent  
  • Possess the ability to
    work independently and effectively, and drive to manage workload, with
    limited supervision    
  • Ability and confidence
    to multi-task in an international 
    environment   
  • Strong diplomatic
    skills and ability to influence and negotiate with senior officials,
    politicians, and representatives of international organisations and
    NGOs           
  • Demonstrated ability
    to captured lessons learnt to inform new ways of working and identify
    future opportunities and challenges          
  • Achieves a level of
    delivery which exceed client expectations and enhances the reputation of
    the organisation and promotes the programmes successes
