About USAID
TRACK TB Project:
MSH Uganda is currently running a number of USAID and
other donor funded projects including TRACK TB. TRACK TB is a 5 – year
USAID-funded project that focuses on in-creasing Tuberculosis (TB) Case
Detection Rate (CDR) and Treatment Success Rate (TSR) in Kampala and USAID
supported districts to meet the national targets for reducing the burden of TB,
MDR-TB and TB/HIV co infection.
Job Summary: The National Tuberculosis and Leprosy Commodity Security Coordinator
will technically support the harmonizing the planning and procurement of anti
TB and anti-Leprosy commodities within the comprehensive procurement plan of
MOH. S/he will also support strengthening the existing systems and procedures
for quantification, forecasting, procurement, storage, and distribution of anti-TB
and anti-Leprosy commodities. The jobholder will also play a key liaison link role
between NTLP, the Planning Department, Pharmaceutical Division, and National
Medical Stores, procurement agents, Health Development Partners and the
districts. The incumbent will also support the districts to improve on the
management and distribution of anti TB and anti-Leprosy commodities.
Key Duties and
Responsibilities: 
  • Work closely with the
    Pharmacy Division to strengthen and streamline the TB commodity quantification
    process in line with the existing procurement and supply chain management
    plan.
  • Offer support to the
    Pharmacy Division to ensure that TB and leprosy commodity pipeline is
    monitored and information obtained used to guide decision making and
    interventions.
  • Rigorously monitor the TB
    commodities stock status (SLD, FLD and lab supplies) taking into account
    the expiry dates and efforts to mitigate expiries and stock-outs.
  • Work in collaboration with
    the pharmacy division to ensure TB medicines and lab supplies are fully
    integrated to the health facility ordering system.
  • Revive and strengthen
    NTLP system for receiving facility stock status reports from TB diagnostic
    and treatment facilities and utilization of the information to address any
    identified gaps.
  • Provide technical advice
    and assistance to the NTLP in the development of an electronic system for
    management health facility stock status information.
  • Support NTLP to ensure
    that the Pharmaceutical and Health Product Management supported by Global
    Fund grants are updated on time to reflect the TB programs procurement
    needs.
  • Make certain that periodic
    logistics data quality audits are integrated in the routine NTLP
    mentorships and supervisions.
  • Work closely with NMS TB
    focal points to provide periodic updates on TB medicines and lab supplies
    delivered to the facilities and any challenges for the NTLP to address.
  • Actively participate in
    regular NTLP activities including meetings, support supervision, surveys
    to ensure that issues on TB logistics receive the attention they deserve
    at all levels.
  • Participate and Prepare
    annual and work plans in line with the NTLP strategy and monitor their
    implementation.
  • Provide to the program
    manager monthly, quarterly and annual reports on TB logistics.
Qualifications,
Skills and Experience: 
  • The suitable candidate
    must hold a bachelor’s degree in a medical related field (medicine or
    pharmacy) with a Master’s degree in either of the following: public
    health, business administration and/or logistics and supply chain  management.
  • Five or more years’ professional
    experience, preferably in logistics management in the public or private
    sector,
  • Good understanding and
    knowledge of the Uganda public Health System especially working with the
    Ministry of Health, National Medical Stores, National Drug Authority and
    Health Development Partners
  • Responsible for Logistics
    management technical assistance especially in the area of supply chain
    management, quantification and procurement,
  • Past exposure and experience
    in medicines logistics management information systems,
  • Working experience in
    Uganda with knowledge and comprehensive understanding of the Uganda public
    health system
  • Proven ability to
    collaborate with other stake-holders in developing creative and strategic
    solutions to achieve common goals
  • Highly flexible and adapt
    to changing priorities and shifting deadlines,
  • Demonstrated strong
    organizational, administrative, communications and reporting skills
  • Strong teamwork and
    team-building skills,
  • Excellent communication
    skills including ability to write lucid technical reports and documents,
  • Demonstrated computer
    skills, including knowledge of Windows, Microsoft Word, Excel and Power
    Point.
