Partnerships, Results and Innovations in Nutrition Globally (SPRING) Project

International Development (USAID) to implement the Strengthening Partnerships,
Results and Innovations in Nutrition Globally (SPRING) Project to work in the
Southwest of Uganda with a focus on strengthening the treatment and preventive
nutrition services in health facilities, and overseeing the implementation of
specific tasks that strengthen food fortification efforts nationally.
Communications/Liaison Officer for the USAID Project will be responsible for
the coordination and support of SPRING project in Uganda activities and the
management of the liaison office in Kampala. The Liaison Officer provides the
day-to-day management, coordination, administrative and logistical support to
SPRING/Uganda activities and overall office operations. She/he will also
coordinate program activities in Kampala, linking closely with the head office
in Mbarara, SPRING/Washington, DC, and sub-offices at the district level. In
addition, this position will assist in the development, production and dissemination
of technical documentation, outreach materials, routine reports and web-based
content.
- Offer day-to-day management of the Kampala
office, coordinating overall office requirements with the other JSI and/or
WEI Projects based in the office. - Coordinate administrative and logistics
support for the SPRING Staff in the office and on TDY. - Oversee the Kampala office support staff
(Receptionist, Administrative Assistant, etc.) to ensure that their responsibilities
are executed in an effective and efficient manner. - Notify and advise the Country Manager and
Operations Manager on all issues arising from Kampala to ensure timely and
quality responses to information and support requests. - Guarantee office equipment maintenance and
repair, liaising with maintenance contractors for office equipment,
including photocopying, computers and telephone. - Issue and monitor the supply and usage of
office stationary and supplies. - Coordinate with the Operations Manager to
support procurements for Mbarara or the sub-offices from Kampala based
vendors.
- Offer and/or coordinate logistics and
administrative support for the implementation of Kampala based SPRING
activities. - Support the project team in organizing
meetings, events, workshops and trainings, and preparing presentations. - Coordinate and arrange follow up on
meetings for staff and other official program activities. - Ensure that adequate travel arrangements
for staff, including hotel reservations, purchasing of tickets, drop-off
and pick-up at the airport and all other associated matters, are made in
accordance with JSI and SPRING policies and procedures.
- Work in liaison with other technical teams
to design and develop content for project materials, reports, success
stories, web-based products and other SPRING communications materials. - Work with the SPRING Knowledge Management
Team in Washington, DC to ensure that project resources and news are made
available to staff and the public in a timely manner. - Routinely update SPRING documents and
materials as needed, and ensure that materials are available for
distribution and dissemination. - Identify areas for SPRING to develop
communications and/or promotional materials. - Perform any other duties as assigned.
Experience:
- The applicant should ideally possess a
good University degree (or equivalent) in Business Administration,
Communications, Public Health or related field. - At least five years’ working experience in
similar position in Uganda in operations with health and development
programs in the area of operations, communications and/or knowledge
management; experience with Nutrition preferred. - Good understanding and familiarity with
Government of Uganda systems and procedures, Ministry of Health, USAID and
other partners will be an added advantage. - Proven managerial and organizational
skills in a fast-paced environment with flexibility to adapt to changing
priorities and deadlines. - Possess the ability to develop, write and
edit technical content for both print publications and the web. - Effective communication, counseling,
negotiation, problem solving and decision making skills. - Excellent skills in team working,
networking facilitation and strategic thinking. - Ability to work with all Microsoft Office
Computer applications. - Excellent negotiation, mediation and
English communication skills both oral and written. - High degree of integrity.
