About SSASHEW:
The Government of Uganda is implementing a Project “Strengthening Safeguards, Safety and Health at Workplaces (SSASHEW) (2013/14 – 2017/18), under the Ministry of Gender, Labour Social Development whose objective is to promote safeguards, safety and health measures at workplaces.
The project is being implemented in fifty (50) districts of Uganda focusing on handling safeguards, safety and health concerns in the areas of oil and gas exploration and production, manufacturing, tourism, construction sites and public workplaces/offices.
Job Summary: The Technical Advisor will:
  • Advise the project team on various occupational safety and health aspects related laws, standards, procedures and guidelines
  • Maintain and follow up, assuring compliance with, occupational safety and health requirements such as specifications philosophies, procedures and equipment design ensuring that it meets project objectives, client company and industry standards guidelines and best practice for occupational safety and health, reliability and cost.
  • Collate and present occupational safety and health statistics and status towards OSH indicators.
  • Support the project team in understanding, implementing and correctly registering undesired events.
Key Duties and Responsibilities:
  • In charge of developing, reviewing and enforcement of the Occupational Safety and Health Act, 2006 and its subsidiary legislations
  • Aid in the interpretation of the Accident Report data and statistics for submission to ILO and other professional bodies.
  • Perform and conduct financial and logistical mobilization for the project continuity.
  • Give guidance to employers, workers and government departments on national and international occupational safety and health aspects related laws, standards, procedures and guidelines.
  • Develop and maintain and follow-up the OSH Risk Register
  • Plan and coordinate OSH related objectives and strategies for the project execution and hand-over phases, and to follow-up the implementation.
  • Develop and operationalise training policy and management of training system for OSH staff.
  • Intuitively review the institutional framework and performance of Occupational safety and health Department
  • Issue out monthly, quarterly, bi-annual and annually policy briefs
  • Maintain the occupational safety and health information management system
  • Conduct research and publish reports on various critical aspects of OSH
  • Perform any other duties as assigned to you by your supervisor
Qualifications, Skills and Experience:
  • The Technical Advisor should hold a Master’s Degree in Occupational Safety and Health or related disciplines
  • At least 20 years working experience in Labour Standards at International level particularly with United Nations
  • Significant experience in building OSH systems in developing countries, Ms Office and other OSH related packages
  • Detailed understanding of Social Development Sector
  • Strategic management
  • Excellent interpersonal and communication skills
  • High degree of ethics and Integrity
  • Excellent Information technology skills
  • Highly results-oriented
  • Be a good team player and confidentiality are a basic requirement.
