- To appoint, promote and exercise disciplinary control over persons holding public office in Parliament;
- To review the terms and conditions of service, standing orders, training and qualifications of persons holding office in Parliament;
- To provide a Parliamentary reporting service;
- To provide such other staff and facilities as are required to ensure efficient functioning of the Parliament;
- To cause to be prepared in each financial year, estimates of revenue and expenditure for the next financial year; and
- To make recommendations to Parliament, or with the approval of Parliament, determine the allowances payable and privileges available to the Speaker and Members of Parliament.
- Participate in developing up to date audit frameworks and tools
- Carry out and follow up on all internal audits, including preliminary surveys.
- Prepare written post audit reports for submission to the Parliamentary Commission
- Ensure compliance and adherence to acceptable audit practices, procedures and standards
- Carry out special and forensic investigations and audits.
- Conduct audits of computerized accounting systems.
- Carry-out risk assessment and propose mitigation strategies
- Prepare periodic audit reports.
- Supervise and manage performance of subordinate staff.
- Perform any other duties as may be assigned from time to time.
- The ideal candidate must hold an Honours Bachelor’s Degree with Finance or Accounting (option) from a recognized University/ Institution, with full professional qualifications such as CPA, ACCA or CIA.
- Full Professional qualifications such as CPA, ACCA or CIA
- In addition he/she must possess at least a Postgraduate Diploma in Finance or Accounting related field.
- He/ She should have a minimum of six (6) years’ relevant work experience in accounting or audit function, three of which should have been obtained at Senior Officer level in Government or equivalent level of experience from a reputable organization.
- Must be a member of an Audit or Accounting professional body.
- Demonstrable knowledgeable of government audit practices and procedures
- Possesses effective written and oral communication skills
- Superb judgment and analytical skills
- Possess the ability to take initiative, lead and motivate staff in the Division
- Good ethical standing and integrity.
