Oxfam in Uganda’s country strategy concentrates on the Greater North of Uganda. The focus is in response to the findings of the Joint country analysis Strategy (JCAS) which highlights the income inequity and non-income poverty especially particular to the marginalized North. Four key program areas work in synergy to specifically target poverty and social exclusion in the North: Rights in Crisis, Economic Rights, Pastoralist Rights and Social Rights. We implement these four program areas by working with local NGO partners and civil society organizations. Three of the 17 Oxfam affiliates contribute to increase our impact on development in the framework of one joint strategy under one management structure.
Key Duties and Responsibilities:
- In charge of ensuring quality in logistics support across the Uganda program and to the other affiliates
- Update and maintain an overview of the logistics needs of the Uganda program and other affiliates; working with program managers / coordinators to identify logistics needs and develop strategies to meet them;
- Ensure the logistics function is delivering timely, cost- effective, high quality and appropriate support; and supporting field teams in achieving and maintaining minimum standards in logistics work.
- Establish and maintain good contacts with suppliers, government offices, UN agencies and other NGOs with regards to logistical matters
- Maintain the local area network and the NT server. Ensure the reliability of the local e-mail and Internet systems in Kampala office and program field offices.
- Manage network according to minimum standards, including: taking regular backups of all local data, ensuring that the virus protection software is installed on all machines & updated regularly, upgrading and installing new versions of software on the server and the workstations in the office like MS office, PeopleSoft etc as advised by the RISM.
- Responsible for the management and maintenance of all computer systems in the Uganda Program, assessment of requirements on purchase of hardware/ software for the office.
- Offers first line software support to all in country staff including troubleshooting all the software problems by themselves.
- Offer training to all in-country staff. Induct new staff in Oxfam’s computer systems.
- Ensuring that all telephone extensions are equipped with monthly recording sheets for recording calls. Collect the sheets regularly and forward to the Finance Department for billing purposes.
- Provide first level hardware maintenance & upgrades.
- Keep an up to date inventory of all IT equipment both software and hardware.
- Submit IT requirements for annual IT budgeting costs for the Uganda program offices
- From time to time may be required to provide technical support to other countries within the region
- Implement and manage a helpdesk system that will capture regular support issue for the purpose of generating management information required for performance improvement
- Manage IT Service level agreements / contracts plus input on technical issues
- Follow up on maintenance / repairs of IT equipment.
- Originate purchase of office equipment in consultation with the FSM
Qualifications, Skills and Experience:
- The ideal Oxfam IT/Logistics Officer must be a graduate or possess professional qualification in a relevant field and
- A minimum of five years’ experience in a middle management position in IT, logistics and procurement and experience in providing first line user support for Basic hardware (how hardware works), operating systems (like Windows 2003 and Active directories and Window XP) training and training on other applications as well as MCSE
- Proven experience of configuration, maintenance and administration of LAN/WAN infrastructures; server based e-mail systems and other intranet based online applications.
- Demonstrated ability to follow administrative computer procedures reliably such as back up, data security and LANA/VAN system operations standards.
- Significant experience in the configuration, installation and support of VHF/HF radio systems.
- Excellent interpersonal skills with a customer service focus to provide solutions and achieve results and team skills with proven ability to be flexible in demanding situations.
- Advanced problem solving skills and the ability to provide and explain solutions to non IT literate staff in a friendly and patient manner that ensures the user is comfortable with the process
- Excellent written and spoken English is essential.
- Exhibit commitment to humanitarian principles and action as well as familiarity with the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).
