Oxfam in Uganda’s country strategy concentrates on the Greater North of Uganda. The focus is in response to the findings of the Joint country analysis Strategy (JCAS) which highlights the income inequity and non-income poverty especially particular to the marginalized North. Four key program areas work in synergy to specifically target poverty and social exclusion in the North: Rights in Crisis, Economic Rights, Pastoralist Rights and Social Rights. We implement these four program areas by working with local NGO partners and civil society organizations. Three of the 17 Oxfam affiliates contribute to increase our impact on development in the framework of one joint strategy under one management structure.
Job Summary: The incumbent will be primarily responsible for Project management of all aspects of the development implementation of assigned projects; offers a main focal point of contact for those projects. The Project Officer will work in close co-operation with Oxfam’s partners and the other Oxfam affiliates, implement projects and programs that are in line with Oxfam Uganda country policy and the one program approach. Provide vital assistance to program leads/managers in the implementation of the one program approach in liaison with Oxfam partners and all her affiliates.
Key Duties and Responsibilities:
- Stay abreast with best practices in poverty alleviation and community transformation; reviewing the recommendations of technical experts in order to generate an overview of possible interventions
- Guarantee that comprehensive research and situational analysis is conducted for impact group members within the Project area; developing theories of change.
- Actively participate in the development of Country Office and Program strategic plans; developing Project strategic plans.
- Ensure that stakeholder workshops for participative planning are organized and facilitated according to best practice
- Ensure that project plans, project proposals, detailed work plans and budgets are developed in order to deliver against all aspects of the strategic plan.
- Provide support to the sub-granting contracting process, ensuring that the roles and responsibilities of both Oxfam and Partners are clarified, implements and monitors the agreements reached with the consortium or the implementing partners, such that donor wishes and demands are fulfilled.
- Work in collaboration with the program leads, signal opportunities for local co-operation and (back-donor) financing that contribute to the goals of Oxfam.
- Work with program team members on the development of the strategic partner portfolio, identification and appraisal of project proposals of local partners, and monitoring of the implementation of programs/projects.
- Assesses partner organizations for Special Projects and any other projects in the consortium framework.
Qualifications, Skills and Experience:
- The candidate must hold a bachelor’s degree in Agricultural economics, Rural Development, Business Development, Economics or any other relevant field. Possession of a master’s degree in the relevant field will be added advantage
- A minimum of five years’ working experience in a holistic livelihoods improvement program with practical experience in Agriculture, socio-economic development, monitoring and evaluations.
- Possess the ability to communicate effectively and strong conceptual ability, and writing skills
- Three or more years’ experience in managing partnerships, and organizational capacity building of local organizations
- Proficient in Adult learning and facilitation skills are a prerequisite
- Possess the ability to interpret donor regulations on all context of grant management and transactions
- Extensive knowledge of programming skills, program evaluation and impact measurement.
- Ability in promoting pro-poor demand driven business development and rural financial services.
- Exhibit a keen interest and understanding of key concepts small scale enterprise development, micro finance and marketing.
- Exhibit commitment to humanitarian principles and action as well as familiarity with the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).
