medicines for the poor and vulnerable people in Uganda. The overall objective
of HEPS-Uganda’s programmes and activities for the period of the Strategic Plan
2005-10 is “To work towards increased access to affordable, quality essential
medicines, especially for the poor and vulnerable in rural and urban areas of
Uganda”.

implement a social accountability project in 4 districts (Lira, Nakaseke,
Otuke, Gulu) and at national level.
- Ensure
that ACT Health programme is implemented within the ACT Health Strategies,
relevant donor requirements, international best practice and the Codes of
Conduct and agreements - Oversee
project staff and ensure that they perform their duties as expected. - Represent
HEPS Uganda in target districts and build relations with key stakeholders including
the local government leadership and CSO working on similar issues in the
region. - Ensure
information from different project districts is amalgamated and reports
submitted to - HEPS
Uganda ED within the agreed reporting timeframes. - Supervising
district project staff in Lira, Gulu, Nakaseke and Otuke. - Offer
on-going technical support to project staff.
- The
ideal candidate for the DFID HEPS Project must hold a Bachelor’s Degree
social work and social administration, community development, or any other
relevant degree - A
minimum of five years’ programme management experience - Good
working knowledge of decentralisation, local government structures,
policies and procedures for participatory planning in the health sector in
Uganda (to be tested) - Strong
verbal, presentation and participatory facilitation skills in English (to
be tested) - Excellent
budget development/management skills (to be tested) - Good
people management /supervisory skills - Past
exposure and experience in social accountability programming - Previous
experience in programming with a research component - Strong
writing skills in English - Computer
literacy skills - Detailed
knowledge of Ugandan Civil society including professional connections in well-known
accountability organisations - Additional
Post graduate qualifications in a relevant discipline - Working
knowledge and/or experience with Most Significant Change or other
qualitative M&E - Methodologies
will be highly desired - Possess
the ability to travel extensively, work and live in remote and hard to
reach areas.
