About HEPS:
HEPS-Uganda is an acronym for
Coalition for Health Promotion and Social Development. It is a health rights
organisation that advocates for increased access to affordable essential
medicines for the poor and vulnerable people in Uganda. The overall objective
of HEPS-Uganda’s programmes and activities for the period of the Strategic Plan
2005-10 is “To work towards increased access to affordable, quality essential
medicines, especially for the poor and vulnerable in rural and urban areas of
Uganda”.
HEPS Uganda a health/human
rights NGO in partnership with GOAL Uganda and funding from DFID plan to
implement a social accountability project in 4 districts (Lira, Nakaseke,
Otuke, Gulu) and at national level.
Key Duties and Responsibilities: 
1. Program Management Support:
  • Responsible
    for Health Advocacy program
  • Coordinate
    the ACT Health Project at National level, updating Management of the
    project progress.
  • In
    charge of mapping and tracking health sector investments and implementing
    arising advocacy actions
  • Receive
    and analyse reports from the Regional Health Accountability Manager and
    advise management on
    endorsement for submission to the donor.
  • Identify
    advocacy issues from reports generated from different districts and
    spearhead the advocacy
    campaigns thereof.
Qualifications, Skills and Experience: 
  • The
    ideal candidate for the DFID HEPS Project must hold a Bachelor’s Degree in
    Law, medical field, research and human rights experience
  • Possession
    of a Post graduate qualification in project management, monitoring and
    evaluation or any other relevant field is required
  • Three
    or more years’ programme management experience
  • Evidence
    of fundraising skills especially proposal writing
  • Demonstrated
    track record of data analysis and report writing
  • Good
    knowledge of government structures, donor agencies.
  • Excellent
    advocacy skills at local government, national, and international levels
  • People
    management /supervisory skills
  • Previous
    experience in programming with a research component
  • Possession
    of a Diploma in Legal practice will be advantageous
  • Excellent
    writing skills in English
  • Good
    computer literacy skills are desired
  • Comprehensive
    knowledge of Ugandan Civil society including professional connections in
  • well-known
    accountability organisations is also highly desired
  • Additional
    Post graduate qualifications in a relevant discipline will be advantageous
  • Extensive  knowledge and/or experience with Most
    Significant Change or other qualitative M&E
  • methodologies
  • Possess
    the ability to travel extensively, work and live in remote and hard to
    reach areas.
