Barclays Africa encompasses Barclays Global Retail Banking, Corporate
Banking, and Barclaycard operations in 10 countries organised in four
geographic areas: North Africa (Egypt), East and West Africa (Ghana, Tanzania,
Uganda and Kenya),  Southern Africa (Botswana, Zambia and Zimbabwe), and
Indian Ocean (Mauritius and Seychelles).
Barclays Africa serves its 2.8m customers through a network of 573
branches and service centres providing a variety of traditional financial
products including retail mortgages, current and deposit accounts, commercial
lending, unsecured lending, credit cards, treasury and investments.
Job Summary: The Procurement Senior Buyer for Barclays will be
expected to take charge of the cost effective and efficient procurement of
goods and services for the country.  
Key Duties and Responsibilities: 
1. Business Procurement (70%): Manage the procurement of goods and services
according to Group policy which involves:
  • Negotiation
    and hold responsibility in delivering demonstrable ‘best in class’ market
    deals
  • Identifying
    and administration of specific sourcing initiatives
  • Utilisation
    of effective processes and procedures
  • The
    achievement of cost savings
  • The
    engagement with reputable vendors
  • Adhering
    to socially responsible norms in respect of sourcing
  • Maintaining
    vendors relationships
  • Contractual
    agreements with vendors, its review and renewal
  • Effective
    administration of documentation
  • The
    jobholder will also be responsible for the management of insurance of
    goods and services
  • The
    maintenance of a vendor list/data base
  • Authorisation
    of payments for procured items
  • Ensure
    e-sourcing platform is operational and adherence to global policies
  • Maintain
    management information to assist the department in tracking its
    performance
  • Undertake
    sourcing exercises aimed at developing a supplier relationship that
    reduces the total cost of ownership of a commodity
  • Work
    with other Group functions and business areas to evaluate and define
    appropriate commercial services
 2. Customer Service (20%)
  • Provide
    best practice advice to the business for the day to day procurement
    requirements
  • Provide
    technical support for individual business areas/projects with specific
    requirements assisting business to understand its full requirements,
    proposals from market place and cost analysis
  • Renegotiate
    stretching Service Level Agreements (SLA’S) with suppliers in respect of
    procurement issues  to ensure that
    the service bar is continuously raised
  • Benchmark
    services provided in respect of procurement issues against the industry
    and create improvement action plans
  • Maintain
    excellent liaison and build strong work relationships with internal
    customers
3. Control ( 10%)
  • Adherence
    to policies in terms of the Group’s Sourcing Handbook
  • Ensure
    that acquired goods are included in the Bank’s fixed assets register
  • Perform
    risk assessments to ensure that all material risks related to third party
    spend are identified, and that mitigating action is taken
  • Ensure
    that payments to vendors are approved by authorised signatories
  • Conduct
    periodic assessments to ensure vendors qualify in terms of group policy
    and are included on the vendor list
  • Ensure
    that insurance policies are renewed
Perform any other adhoc
requests by Procurement Manager
Qualifications, Skills and Experience: 
  • The
    ideal candidate should have extensive accounting knowledge and training
  • Three  or more years’ experience in procurement
  • Proven
    ability as self-starter, with track record of achievement of goals and
    targets
  • Extensive  knowledge and understanding of supplier,
    market drivers, materials, trends and technology
  • Good
    commercial knowledge and skills covering technical procurement and
    market/supply management tools/techniques
  • Possession
    of a Certificate in Purchasing and Supply Management will be highly
    preferred
  • Good
    working knowledge of legal obligations relating to procurement
  • Working
    knowledge of operational risk management
  • Familiarity
    with procurement procedures, service costs, market benchmarks, etc.
  • Extensive
    knowledge and awareness of procurement best practices in the  marketplace and business ethics
  • Awareness
    of budgeting and corporate planning processes
  • Good
    financial management i.e. cost to income contribution analysis
  • Past
    exposure and experience with a successful record in negotiations
  • Possess
    general awareness of the Bank as a whole, its range of activities
  • Ideally,
    the best candidate should be highly conversant with the Bank’s policies
    and procedures
  • High
    business awareness / acumen
