Governance, Accountability, Participation and Performance (GAPP) Program is
a five-year governance program designed to increase citizen participation,
institutional accountability and local governance for effective service
delivery. To achieve this goal, the GAPP Program will focus on three
components: (1) Support and strengthen national level government accountability
institutions in their interaction with local governments; (2) Strengthen local government
revenue, procurement, financial and planning systems; and (3) Strengthen civil
society organizations (CSOs) and other non-state actors (NSAs) through grants
and technical assistance to improve voice and accountability. The GAPP Program
will work at the national level and in at least 25 districts in Uganda.
the day-to-day accounting functions of GAPP in a manner that supports the
efficient management of financial transactions and reporting. This function
will be executed by ensuring proper documentation, accuracy and timely
reporting, follow up on advances, support to finance and non-finance personnel
and ensure adherence to the RTI International policies and procedures.
- The Accountant will primarily be
responsible for the day-to-day accounting functions of GAPP in a manner
that supports the efficient management of financial transactions and
reporting. This function will be executed by ensuring proper documentation,
accuracy and timely reporting, follow up on advances, support to finance
and non-finance personnel and ensure adherence to the RTI International
policies and procedures. - Essential job functions:
- Support the management of program finances
and administration, ensuring compliance with USAID and RTI financial
procedures. - Prepare payment vouchers and makes
payments to vendors. - Process staff travel advances requests.
- Prepare and process payroll, including
statutory deductions payments and reports to the tax authorities. - Reconciling both vendors and staff
advances accounts. - Recording of transactions in the
accounting system. - Responsible for petty cash management .
- Support the team leaders in forecasting
monthly cash requirements and monitoring expenditure. - Prepare and submit monthly financial
statements (including expenses, receivable and payables. - Ensure timely submission of expense
reports, bank reconciliations. - Assist in review of grantee financial
documents. - Assist in the training of grantees in financial
management and compliance. - Identify and recommend improvements to
standard operating procedures. - Will assist in the management of program
finances and administration, ensuring compliance with RTI financial
procedures. - Prepare and submit monthly financial
statements (including expenses, receivable and payables). - Ensure timely submission of expense
reports, bank reconciliations and wire transfer requests to RTI’s
corporate headquarters in the US and/or RTI’s regional office in Nairobi. - Perform any other related duties as
assigned by the Finance and Administration Manager.
- The RTI International Accountant must hold
a bachelor’s degree in a related field, possession of a masters degree
will be an added advantage. - At least three years’ relevant experience;
- Professional Accounting training or
Chartered Accountant/ certified Public Accountant. - Previous accounting experience, preferably
on a USAID/ USG or other donor-funded project. - Working knowledge of institutional
accounting and budgeting practices, especially those used by USAID/USG. - Past audit experience is a plus;
- Excellent computer literacy skills
including Word, Excel, and Access; and knowledge of QuickBooks is
preferred. - Previous experience with handling grants .
