EngenderHealth Uganda received an
award (cooperative agreement) by USAID for a Fistula Care plus project whose
objective is to strengthen health system capacity for fistula prevention,
detection, treatment and reintegration. The project will strengthen
environments to enable for fistula prevention and treatment, increase community
awareness and support for women and girls with fistula, reduce barriers to
accessing prevention, detection, and care, and improve the evidence base for
approaches to improve fistula care in the districts of Hoima, Masaka, Kalungu
and Kasese.

Job Summary: The Program Associate-Monitoring and
Evaluation provides programming and technical leadership to all Monitoring,
Evaluation and Research of the project. The primary supervisor is the Country
Program Manager with matrix supervision provided for by M & E New York staff
for EngenderHealth.

Key Duties &
Responsibilities:
Responsibilities:
- Provide
programmatic and technical guidance in monitoring and evaluation of the
fistula care plus project (FC+) and the documentation of lessons learned - Coordinate
gathering of data, analysis and reporting data from all fistula care plus
activities (prevention, treatment and reintegration) to be submitted to
the USAID Mission and New York. - Work in
close collaboration with the Senior Medical Associate in future mapping of
fistula services in Uganda and monitor and evaluate fistula maps amongst
stakeholders - Lead the
collection of relevant data from the supported sites and compiling the FC+
quarterly reports - Prepare
and update country specific Performance Monitoring Plan (PMP), adapted
from the Global Fistula Care Plus PMP and review on a periodic basis in
consultation with NY technical staff - Regularly
provide information on progress towards targets and assist the site level
staff to utilize data for decision making to improve the quality of
services. - Collaborate
with Ugandan partners, staff and New York staff on planning, managing and
implementation research projects as may be determined. - Coordinate,
implement and maintain an effective database and reporting formats for
detailing results of monitoring and evaluation activities. - Coordinate
with MoH to strengthen HMIS systems and use of data regarding fistula ar=t
facility and district level - Use
information derived from program activities to inform service delivery and
future activities of the country office. - Participate
in dissemination and training activities of EH in the country, region and
international meetings. - Ensure
that lessons learned and potential
best practices related of the country office activities are well document,
disseminated and contribute to developing strategies to replicate them in
the country, region and globally. - Represent
EngenderHealth at relevant meetings with donors, implementing partners and
other external audiences in the country. - Stay abreast
of groundbreaking work in RH and disseminate new knowledge to staff and
partners. - Perform
any other duties and responsibilities as assigned by the Country Program
Manager.
Qualifications, Skills &
Experience:
Experience:
- The Program Associate-Monitoring and Evaluation
must possess an advanced graduate degree in public health or a related
field preferably demography or statistics degree highly desirable - Five or more years’ experience in program
development and management of facility-based RH services, with at least 3
years’ experience in integrating family planning with other RH services - Five or more years’ experience in management of
reproductive health/family planning or development programs. - Detailed knowledge in family planning,
clinic-based maternity care, prevention, care and treatment, informed
choice and client-provider interaction, training, participatory and
gender-sensitive approaches. - Excellent writing and communication skills and
abilities - Significant long- and/or short-term experience
in providing field-based TA in area of RH in Africa preferred. - Experience in technical skills for training
health workers in East Africa at both basic and advance level. - Have well developed documentation skills, able
to write high level reports to donors, partners. - Budgeting and computer skills to conduct field
activities effectively. - Prior M&E experience to evaluate USAID health
programs.
