The CSF program is implemented in all regions of Uganda, and it focuses
on providing grants to civil society organizations (CSOs) working in the fields
of HIV/AIDS. It is a complex grants program that is implemented by two key
partners: Deloitte & Touche (Financial & Grants Management Agency) and
Chemonics International (Technical Management Agency). This seven year program
seeks to target people living with HIV/AIDS (PLHA) and orphans and vulnerable
children (OVC).

Job Summary: The Accounts Officer will be primarily responsible
for maintaining all Program books of account, ledgers, inventories of stock and
equipment and other financial records, to professional standards.

Key Duties and Responsibilities:
- Prepare the organization’s annual
accounts, payroll, periodic financial statements and cash flow projections
for the Board and Senior Managers; - Work closely with the project team with
regard to financial expenditure, monitoring and contract compliance; - Check all financial records to ensure
compliance with the CSF Project guidelines; - Maintain cash book for project
transactions; - Perform weekly and monthly cash count;
- Enter all transactions on spreadsheet on a
daily basis; - Compile and disseminate financial
information & reports such as checking correct coding, preparing
monthly payroll and obtaining opening monthly exchange rates; - Effectively liaise with the organization’s
auditors and ensure that they are provided with the necessary inputs; and - Assist the Senior Finance Manager in
developing and implementing financial procedures and controls for the
organization. - Perform any other duties and
responsibilities as assigned by the Senior Finance Manager.
Qualifications, Skills and Experience:
- The Accounts Officer for the CSF Fund
should ideally hold a Bachelors Degree in Accounting, Finance, or a related
field; - Additional Professional qualification in
Accounts, such as CPA (U), ACCA or equivalent; - At least three to five years’ accounting
experience with a reputable organization preferably a USAID project or
other similar donor funded project; - Good judgment in analyzing data and information;
- Excellent computer user skills especially
in MS Office packages, particularly Excel, PowerPoint, Word and Access; - Good working knowledge of computerized
accounting systems; - Ability to prioritise, work under pressure
and meet deadlines; - Honesty and high level of integrity; and
- Possess the ability and a willingness to
maintain strong and good working relationships with the Grants team,
clients and our Partners. - To the successful candidate, the firm will
