About ACDI/VOCA:
ACDI/VOCA is carrying out the USAID-funded PL 480 Title II Development
Food Assistance Program entitled “Resiliency through Wealth, Agriculture,
and Nutrition in Karamoja (RWANU)”. The RWANU Program is focusing on
reducing food insecurity among vulnerable rural populations in selected
sub-counties of Amudat, Moroto, Napak and Nakapiripirit. The Program’s
strategic objectives are (1) improved availability and access to food and (2)
reduced malnutrition in pregnant and lactating mothers and children under five.
The RWANU Program takes a preventive approach to reducing malnutrition,
focusing on the first 1,000 days of life when conditional food rations will
have the highest impact. RWANU will promote diversified livelihoods strategies including
linkages to market opportunities to ensure long-term food security and
resilience to food insecurity shocks. RWANU would like to recruit for the
following position:
Job Summary: The M&E Specialist shall be responsible for the
implementation the M&E strategy underthe program component of reducing
malnutrition in pregnant and lactating mothers and children under five. The
M&E Specialist will provide technical assistance to Health and Nutrition
Director in evaluation, monitoring and reporting plus providing timely and
relevant information for decision making. S/ He will conduct quantitative and
qualitative assessments, carry out data analyses, prepare reports, and carry
out knowledge management and learning exercises. The main focus of the position
will be assessing and reporting behaviour changes in household health
practices, nutrition and health / facility capacity.
Qualifications, Skills and Experience: 
  • The applicant should ideally hold a
    Master’s degree in public health and development studies (with strong
    competence in statistics).
  • Three or more years’ experience in
    monitoring and evaluation (M&E) and conducting qualitative surveys.
  • Excellent presentation skills, speaking
    and writing.
  • Good track record of achieving results in
    a difficult working environment is required.
  • Proficiency in the use of office systems,
    including experience with computer applications (including SPSS, Epinfo,
    MS Word, MS Excel, and database management) is required.
  • Fluency in English is required.
  • Knowledge of the Karamojong language is
    desirable.
