Prevention (CDC)
received funds to support a five-year Cooperative Agreement; (CoAg) with the
United States Centers for Disease Control and Prevention (CDC). The Cooperative
Agreement will support HIV prevention, care and treatment, policy development,
strategic information and the current National Laboratory Strategic Plan. The
MOH intends to use some of the resources under this assistance to support
several technical positions in support of the AIDS Control Program (ACP),
Central Public National-TB and Leprosy Program (NTLP) and other Cross-cutting
Health Systems Strengthening efforts at MoH to execute the central function of
policy formulation and monitoring implementation.
responsible for leading the planning, implementation, management, and evaluation
of major, complex public health communications and marketing programs and
campaigns for the attainment of AIDS Free Generation in the Republic of Uganda.
- Steering the
development, implementation, and evaluation of major national or
international communication and marketing programs, projects and
strategies for the lay and professional audiences, including innovative
demonstration. - Guiding the
development, testing and timely dissemination of science and audience-
based products, tools and message to different audiences (i.e. General
public, external organization, partners, and media) in a variety of
formats (i.e. print, video, Web). - Offering expert
consultation and technical expertise in the creation of strategic and
integrated plans and strategies for public health communication and
marketing programs, campaigns and activities. - Taking
charge or conducting research and evaluation activities related to health
communication and marketing. - Promotes,
guides, conducts, and supports audience research and evaluation of
communication and marketing programs, including formative, process, and
outcome evaluation and qualitative and quantitative methods. - Working
with the MoH management to ensure that the organization’s strategic plan,
mission, vision and values are integrated into the health communication or
marketing program or project’s strategies, goals, objectives, work plans
and work products, and services. - Oversees health
communication and marketing programs, projects, and contracts. - Act as a
key liaison between the MoH and other USG development partners and IPS;
linking with the department of Health promotion and Education of the MOH. - Offer
technical support to the MoH efforts in conducting Monitoring and
evaluation interventions and communicate effectively the results to
partners. - Working
with ACP team to communicate to staff the outcomes of staff performance
reviews - Developing
periodic reports and submission to relevant authorities
- The
Senior Communication Specialist must possess an Honours Degree in Mass
Communication or Social Sciences or Arts from a recognized University. - Possession
of a Master’s Degree in Health Promotion and Education, Communication or
Mass Communication - Six or
more years’ working experience in communication field. - The
applicant should be experienced in web design and database management. - Possess professional
writing and editing experience in English, good interpersonal relationships - Excellent
communication skills both oral and written in English - Proficiency
in commonly used communication and desktop publishing packages. - Highly
proficient in the use of Adobe creative Suite. - Extensive
knowledge of strategic planning and understanding of the strategic
direction of MoH and of PEPFAR programs. - Be a Good
team work player, networking, communication & writing skills
