for bulk purchase of electricity from the generating companies and selling it
in bulk to the distribution companies throughout Uganda. UETCL is also
responsible for exports and imports of electricity to Uganda. Our vision is:

Job Summary: The Senior GIS Analyst will primarily develop
and implement Geographical Information Systems (GIS) as a management decision
support tool within Uganda Electricity Transmission Company Limited.

Key Duties and Responsibilities:
- Steer the GIS implementation
and maintenance activities including resource planning, policy and
procedures development, departmental needs assessment and systems
analysis. - Coordinate, maintain
and supervise GIS data collection and update activities (spatial data
development including modelling, analysis, management of databases,
metadata, digital mapping, and GIS data standards and quality assurance
procedures) - Contribute to
development / enhancement of GIS databases used within the Company
including functional application software and related sub¬system - Identify, analyse,
define and recommend changes to GIS applications software and related
sub-system and systems that will maximize efficiencies for better services
to users and recommend such changes to the organisation and develop plans
for their implementation. - Operate and maintain
GIS software and facilitate interdepartmental cooperation, database
administration and GIS web site administration. - Assess and determine
user needs for the GIS software and related databases and develop
application GIS technologies to address user needs. - Prepare, monitor and
implement GIS unit budgets and plans to optimum resource utilization and
cost control. - Offer high level
technical expertise to address issues of standards and strategy related to
GIS within the Company. - Provide mentorship and
user training and support within UETCL and other sector government
agencies. - Coordinate with other
sector agencies in the development and rolling out of GIS within the
sector. - Provide technical
support to the development and maintenance of web GIS applications and any
other GIS programmes and functions requiring programming and analysis. - Plan, create and
maintain the structures necessary for GIS data storage and implement
disaster recovery solutions for the GIS applications and database
including regular backups and restore from backup when need arises. - Extract and customise
reports from the GIS applications according to user requirements. - Produce detailed and
quality maps in various formats - Plan and support the
interfacing and integration of GIS and other business critical
applications in UETCL. - Perform any other
duties as may be assigned from time to time.
Qualifications, Skills and Experience:
- The Senior GIS Analyst must hold a good
Bachelor’s Degree in Geographical Information Systems (GIS) or Computer
science or software engineering or information technology or Surveying.
ESRI technical certification will be an added advantage. - At least three years experience’ in
design, implementation working with ArcGIS Server Enterprise. - Three or more years’ experience providing
GIS support functions including programming with ESRI applications in
power related industry - Expert proficiency in the use, design, and
implementation of a Geographic Information System including applications
utilising ArcGIS, ESRI extensions, ArclMS, ArcSDE, Oracle. Good Practical
experience with use of ArcFM UT - Working Knowledge of mapping and cartographic concepts; mapping
symbols, standards and GIS concepts - Prior experience in working with clients
to define and document application requirements - Past experience in developing database
driven applications utilizing ORACLE 10 or 11 g database platform - Past experience in the implementation of
Webmap applications based on GIS and geo databases. - Industry knowledge in Electricity
transmission/ distribution utility environments will be added advantage. - Excellent communication skills
