About NARO:
The National Agricultural Research Organisation (NARO) is established
by the National Agricultural Research Act 2005 to provide strategic direction
for publically funded agricultural research in Uganda. NARO is governed by a
Council, with a Secretariat responsible for its day-to-day operations.

Job Summary: The Director General will primarily serve as the
Chief Executive of the NARO Council Secretariat and the Accounting Officer of
the National Agricultural Research Organisation.

Key Duties and Responsibilities:
- Rendering expert advice to the Council in
respect of the business of the Council; - Developing strategies and operational
plans to guide the Council in achieving its policy objectives; - Acting as the daily liaison between the
Council and the parent Ministry as well as other policy making organs - Coordinating and implementing policies,
programmes and activities of the Council and reporting on them to the
Council; - Actively mobilizing, managing the funds,
property and affairs of the Council; - Coordinating and monitoring of research
programmes and the award of contracts using the various funds available to
the Council; - Responsible for the general management of
the Secretariat including supervision of the technical directorates; - Developing agricultural research
management strategies and plans including partnership and collaborative
linkages with regional and international research organisations and
initiatives; - Developing an efficient and cost effective
internal management structure - Provide and maintain the image of NARO to
the stakeholders, public, private and other development partners - Make sure that NARO activities and
programs are aligned with government policies, programs and millennium
development goals. - Performing any other duties that may be
assigned to her/ him by the Council.
Qualifications, Skills and Experience:
- The suitably qualified Director General
must possess a PhD in the field of Agricultural sciences, natural sciences
or agricultural economics. - A minimum of ten years’experience in
agricultural research at senior management position. - Proven track record in agricultural
research - Comprehensive understanding and knowledge of national
agricultural and rural development problems of Uganda; and the current
Government’s policies and strategies to address them. - Possess a clear personal view of how
agricultural research can be made to contribute more effectively to
sustainable development - Possess the ability to provide strategic
leadership to a complex organisation in a dynamic development environment,
and for designing and implementing institutional innovations for enhancing
sustainability of the national agricultural research system - Possess the ability to inspire high performance levels across multi-disciplinary,
multi-institutional and multi-stakeholder teams. - Ability to
work with regional and
international research - organisations/ initiatives
- Excellent track record in mobilising funds
for agricultural research from various funding sources - Ability to command respect in the
international scientific community and at the highest level of the
Government. Evidence of recognition at these levels will be an advantage.
Age: Between 45 – 55 years.
