activities which monitor and evaluate all programs carried out by MTI-Uganda as
well as providing corrective feed-back for continuous quality improvement. This
position is responsible for the overall coordination of activities involved in
Monitoring and Evaluation as well as coordination of Training Teams, and for
matters related to program quality, and liaises directly with the HQ Program
Manager for Uganda on issues of project reporting and proposal development.
This position will coordinate the development of assessment tools and processes
to be utilized during assessments and evaluations. Develop and conduct
technical assistance workshops to address required changes to local standards
including clinical standards.
- Support in the development of evaluation
tools that will produce quantitative and qualitative data and findings to
measure service provision at health facilities as well as community based
health programs; - Coordinate the process of data collection
and the analysis of data by internal staff and outside consultants; - Actively participation in program quality
reviews at various health facilities to assess quality of service
provision; - Develop recommendations for internal and
external capacity building activities to improve the quality of service at
health facilities; - Coordinate with Teaching Teams to ensure
that capacity building is based upon evaluation results; - Work with closely clinical staff to ensure
that standards are maintained between Teaching Team visits; - Ensure all projects include a logical
framework with SMART indicators based on the MTI Compendium of Indicators
and/or donor requirements - Assist project managers in the production
of donor reports ensuring there is explanation for indicators that are
significantly off target; - Review QIP review findings, and formulate
recommendations to improve the quality of local standards of care; - Maintain and update concept notes and list
of potential donors; - Perform any other duties relevant to the
position as required.
- The ideal M&E Officer should hold clinical
qualifications as a clinical officer or nurse - Additional Postgraduate training in
Monitoring and Evaluation from a recognized institution - Possess a good understanding of Monitoring
and Evaluation terms, techniques and approaches - A minimum of three years’ experience in
monitoring and evaluation - At least three years experience in a clinical
setting, this maybe be concurrent with other experience - Working knowledge of information systems
- Excellent analytical skills; mature
judgment combined with a proactive, energetic approach to problem solving - Excellent English language (written and
spoken) - High level of proficiency in Microsoft
Word, Excel and Outlook - Experience with a statistical software
package such as SPSS or Epilnfo (desired, not required) - Very strong commitment to the MTI vision
