International NGO Jobs – Monitoring and Evaluation Officer at Africa Development Corps (ADC)

About ADC:
Africa Development Corps (ADC), formerly known as Visions in Action, is
an international NGO based out of Washington DC, working in relief and
development throughout Africa. Over the past 23 years we have been involved in
the implementation of a wide range of humanitarian activities in countries such
as Uganda, Tanzania, South Africa and Liberia. In particular, ADC has
implemented development and relief programs in the areas of HIV/AIDS,
education, youth development and food security. Our current programming in
Uganda focuses upon book distribution, library construction and teacher
training in rural areas. The program aims to facilitate pupil’s transition from
learning in local languages to learning in English. We do this, firstly and
foremost, by providing new English textbooks received from donors to schools
throughout Uganda. Also, we aim to foster a culture of reading in individual
villages and communities, as well as train teachers on how to establish and run
school libraries.
Key Duties and Responsibilities: 
  • Keep track of all book distributions
    throughout Uganda.
  • Establish and maintain a computer tracking
    database that enables ADC to see how many books arrive per shipment and
    how many are sent to individual districts and schools.
  • Report any book damage to the Executive
    Director and Education Program Manager immediately.
  • Create a circulation spreadsheet and train
    teachers to use it. This will enable teachers to record the frequency of
    book usage and allow ADC to assess the success of the program.
  • Conduct regular monitoring and evaluation
    field visits to collect circulation spreadsheets, as well as hold
    interviews and focus groups with target beneficiaries. These field visits
    will also include visual inspections of school libraries.
  • Attend Teacher Training Workshops held by
    ADC’s Teacher Trainer and Library Manager and provide constructive
    feedback on how to improve future sessions.
  • Provide quarterly donor reports detailing
    the status of the program. These should include success stories, pictures,
    and areas for improvement in the next quarter.
Qualifications, Skills and Experience: 
  • The applicant should hold a Diploma in
    Education as a minimum requirement.
  • Previous experience in the Ugandan primary
    education system would be an advantage.
  • Demonstrated knowledge of various computer
    software packages such as microsoft office is essential.
  • Previous experience working for an NGO is
    essential as is experience and knowledge within the field of monitoring
    and evaluation.
  • The candidate must demonstrate they know
    about quantitative and qualitative research, as well as being able to provide
    examples of previous tools they have created to conduct monitoring and
    evaluation assessments.
  • Excellent communication skills and an
    ability to talk confidently and clearly to focus groups, communities, and
    individual interviewees.
  • The candidate will have genuine enthusiasm
    for improving the education of children in Uganda.
  • As part of this role, much time will be
    spent in rural areas living in basic conditions.
  • Candidate must be able to maintain
    enthusiasm and desire to keep on performing duties to a high standard,
    even under difficult circumstances.
