Job Summary: The Research, Monitoring and Evaluation Coordinator
for the GWI EA program will mainly implement and develops further the Regional
Research Framework (RRF) and M&E Strategy (MES).
Key Duties and Responsibilities: 
  • Responsible for the implementation of the
    GWI EA RRF through support to the development and implementation of
    analytical methods and analysis of results at a country and regional level
  • Technical guidance in the establishment of
    institutional research linkages at both national and regional levels,
    including dissemination of results and establishment of research
    collaboration
  • Offer support to the development of
    national Learning Hubs and a Regional Learning Platform, including, where
    relevant, joint activity development with regional research institutes and
    other institutions
  • Development of our Learning and Practice
    Alliance approach and methodology, including supporting internal learning
    within CARE USA and other partners within and beyond CARE
  • Liaison with Programme Quality and
    Learning teams in all three countries to ensure compliance and
    coordination on M&E approaches and sharing of information on improved
    learning approaches
  • Development of learning materials with the
    Communication Coordinator and support to wider communications activities,
    particularly relating to the management and development of the GWI EA
    media hub
  • Steer the implementation of the Outcome
    Mapping approach and other M&E data collection and analysis within the
    GWI project, supporting national teams to deliver against agreed targets
Qualifications, Skills and Experience: 
  • The Research, Monitoring and Evaluation
    Coordinator for the Global Water Initiative – East Africa (GWI EA) should
    possess a Masters degree or a postgraduate diploma  in any humanities field, with a
    specialization in development studies, rural development, Information
    Systems, Agriculture economics, Monitoring and Evaluation for results,
    Development Economics, Population studies, 
    MBA (Project Planning & Management option preferable or other
    related social science)
  • At least three to five years’ experience
    since graduation in research, learning processes and monitoring and
    evaluation activities
  • Demonstrated excellence in verbal (and
    particularly written) English and an ability to communicate effectively at
    all levels – from local communities to international events
  • Good working knowledge of both qualitative
    and quantitative research techniques
  • Experience of living and working in Uganda
    and/or other East African countries an advantage
  • Extensive knowledge of agricultural water
    management and rural development issues, with a specific gender focus on
    East Africa is desirable
  • Good understanding of action research
    approaches and experience of Outcome Mapping important
  • Computer proficiency skills i.e. usability
    skills in standard software packages, plus skills in statistical packages
    desirable
  • Demonstrable team-working skills and a
    firm commitment to gender equality, sensitivity to HIV/AIDS, conceptual
    understanding of participatory approaches and sustainable development are
    required
  • Knowledge of any additional East African
    language would be an advantage
  • Ability to live and work in Uganda
