will primarily manage the program for the acquisition of new passenger train
equipment from a known manufacturer of passenger rail equipment to be acquired
for a major new railway under construction in Uganda.
- Manage
the passenger train acquisition program; - Handle
the manufacturer and the client on behalf of the consultant - Set up
and manage a correspondence and documentation system; - Be the
single contact point between manufacture and client - Manage
the design review process (conceptual, intermediate and final) - Monitor
the progress of the project using PMBOK or similar management system; - Call and
chair all project review meetings; - Monitor
the manufacturing process, including the manufacturer’s QA function; - Monitor
all safety reviews, RAMS analysis, etc.; - Attend
first article inspections as required, - Monitor
all component, system and train testing at the manufacturer’s factory; - Help
plan, and attend, all commissioning testing in Saudi Arabia; - Review
training material and monitor the training program; - Offer
support with other equipment acquisition activities (freight locomotives,
wagons, MoW equipment, etc.) in Uganda
- Manage
all aspects of the passenger train acquisition program; - Insure
that the trainsets provided meet the requirements of the technical
specification and applicable regulations. - Monitor
all aspects of the trainset manufacturing and test program. - Assist in
acceptance testing of other rolling stock in Uganda (secondary duty).
- The
rolling stock manager should possess a bachelor’s degree in Mechanical
Engineering; - At least
20 years experience in the design and manufacture of railway passenger
equipment; - Experience
should include project management of passenger train acquisition programs,
working either for the manufacturer or the client; - Railway
rolling stock or mechanical experience a distinct asset. - Recognized
member of professional engineering organization; - Some
formal training in Project Management. - The
applicant should posses the ability to monitor and control a major design
and manufacturing program with limited head-office assistance; - Past
experience in passenger train design; - Strong
background in passenger train manufacturing program management. - Experience
with other types of rolling stock an asset (freight locomotives, freight
wagons, MoW equipment); - Good
interpersonal and communication skills. - Good
report writing skills. - Prior
Sub-Saharan experience a
