About GOAL:
The GOAL Uganda country project
focuses on two of GOAL’S strategic sectors, namely: Health (including WASH and
health accountability) and Livelihoods and mainstreams HIV, gender, child
protection and the environment across all programming. GOAL works on a district
focused approach, and uses a mixture of direct implementation and partnerships
with local organisations to give effect to the mission.
Job Summary: The Accountability,
officer shall be responsible for implementation of activities at Community,
Health facility and District as per Standard operating Procedures and the ACT Health
Strategy. He/ she will be responsible for programme implementation, quality
control, reporting and representation.
Qualifications, Skills and Experience: 
  • The
    applicant should ideally hold a Bachelor’s Degree in social science,
    Community development or relevant academic qualifications
  • Prior experience
    directly implementing employing a distinct social accountability
    methodology
  • Excellent
    civic empowerment skills
  • Three or
    more years’ experience of working with communities
  • The
    Accountability Officers should ideally hold a diploma in social work and
    administration, community development and any relevant academic
    qualifications
  • A minimum
    of three years’ demonstrated experience in participatory, community-driven
    facilitation skills in local language (Acholi/Luo)
  • Excellent
    verbal and written communication skills in in Acholi/Luo (for the Acholi
    region) and English
  • Excellent
    mobilisation skills
  • Possess
    the ability to travel extensively, work and live in remote and hard to
    reach areas.
  • Strong
    and verbal, presentation and participatory facilitation skills in English
  • Good computer
    literacy skills with proficiency in using MS Office, particularly Word and
    Excel
  • In depth
    knowledge of Agago
  • Possess a
    Valid Motor bike diving license
