Evaluation and Learning project (Learning Contract) is the five-year organizational
program support vehicle through which USAID/Uganda will pursue realizing its
development objectives within the complicated and shifting Ugandan development
context. The purpose of the Learning Contract is to provide
monitoring, evaluation and learning support services and build capacity of
USAID/Uganda to implement USAID’s Collaborating, Learning, and Adapting
methodology to strengthen the implementation of USAID/Uganda’s Country
Development Cooperation Strategy and enhance USAID’s organizational
effectiveness.

management for the grant.
- Conduct statistical
analysis of program data - Quality assurance of project deliverables
- Lead collaborative data quality assessments in coordination with
USAIS mission - Design SOW’s for evaluations and assessments especially in regards
with the methodology section - Maintain the TLC workplan/deliverables tracker,
- track TLC PMP indicators,
- maintain the events and meetings calendar,
- collect and generate weekly reports,
- Assist with the quarterly reports
- Perform the wide range of logistics duties connected to the
technical activities, including those related to external workgroups and
learning networks, - ensure USAID branding requirements are met for deliverables,
- maintain our document library,
- maintain communications with/provide support to short term
consultants, and - Perform any additional duties as appropriate
applicants must address each selection criterion detailed below with specific
and comprehensive information supporting each item.
- The Senior Program Specialist should
have at least seven years of progressively-responsible experience in USAID
and/or other donor-funded development programs. - Experience conducting monitoring and
evaluation of USAID projects required. - A good understanding of Uganda’s M&E
landscape of donor organizations, implementing partners, and other
stakeholders such as the Government of Uganda and the private sector. - Ability to build positive working
relationships with USAID and other U.S. government agencies and
stakeholders in Uganda. - Positive track record of quality work
and deliverables. - An advanced degree in a relevant
discipline required. - Strong organizational, writing and
communications skills. - Fluency in English required, knowledge
of Swahili, Luganda and/or other local languages is an advantage. - Ability to coordinate well with
personnel within and outside the project, meet deadlines and work with
minimal supervision.
