Job Summary:
The Chief of Party (COP) will offer vision, leadership and direction to ensure
the strategic, programmatic, technical, and financial integrity of up to three
upcoming USAID regional integrated health programs (HIV/AIDS, TB, malaria,
nutrition, family planning, and maternal, neonatal and child health care) in
Uganda. Jhpiego is recruiting for up to three COPs one each to be based in
Eastern Region, East-Central Region, and/or South Western Region in Uganda. The
COP will develop, maintain, strengthen and expand a collaborative approach with
multiple project partners and Ugandan Ministry of Health. The COP is
responsible for achieving the planned results set out for the program and will
serve as the primary point of contact with the USAID, local Ugandan
counterparts and partner institutions. The COP is responsible for overall
program management and guidance to team members. The COP will provide technical
and management oversight, supervision of key technical and management staff and
program partners, including short or long-term technical staff and advisors,
and develop relationships with country partners. The COP will formulate and
direct work plans, build team capacity, and monitor and evaluate team
performance. This position is contingent upon award from USAID.
Key Duties and Responsibilities: 
  • Provision of leadership and strategic direction
    to ensure programmatic and financial integrity of integrated health
    program and to achieve rapid and sustained project goals, objectives and
    targets
  • Ensure that the USAID grant is technically
    sound, evidence-based and responsive to the needs of Uganda, its people
    and donors
  • Ensure compliance with the program agreement
    results and the oversight of program activities to achieve the stated
    objectives
  • Develop and maintain strong working
    relationships and alliances with USAID, the Ugandan Ministry of Health as
    well as other USG implementing partners, private sector partners and other
    key stakeholders in Uganda to maximize resources and avoid duplication of
    effort
  • Represent Jhpiego’s interests and present
    progress, achievements and lessons learned to key Ugandan stakeholders
    including USAID and implementing partners in public and professional
    circles through meetings, conferences, and presentations
  • Offer technical leadership and guidance in the
    design, analysis, and synthesis of interventions
  • Ensure the quality and sustainability of
    interventions particularly in the areas of HIV/AIDS, TB, malaria,
    nutrition, family planning, and maternal, neonatal and child health care
    and capacity building
  • Guide Ugandan counterparts on technical issues
    and participate in relevant technical advisory groups with counterparts
    and partner institutions
  • Take lead in the annual work planning process
    in close collaboration with USAID, Ugandan Ministry of Health, project
    team and project partners
  • Mentor, support, supervise and manage a team of
    highly qualified staff and align their efforts to ensure rapid and
    sustainable results
  • Provide guidance, in collaboration with key
    staff specialists, to subcontractors and subgrantees and coordinate
    activities with other agencies
  • Write and/or review technical components of
    materials and publications related to integrated health and its
    development
  • Ensure resources for program implementation are
    available
  • Work with finance and project staff to develop
    and track project budgets
  • Work with Monitoring and Evaluation (M&E)
    staff to develop M&E frameworks and effectively track data/results
  • Work collaboratively with Jhpiego home office
    staff to ensure effective, timely and coordinated project implementation
  • Ensure compliance with USAID operational
    policies and regulations
Qualifications, Skills and Experience: 
  • The Chief of Party must possess a master’s
    degree in public health, health administration, international health or a
    related field; MD preferred.
  • At least ten years’ project management
    experience (of which at least half is in a senior management position) in
    large, multi-year international health sector development programs
    (approximately $10M per year) that have implemented successful activities
    in areas such as HIV/AIDS, TB, malaria, nutrition, family planning, and
    maternal, neonatal and child health care
  • Excellent diplomacy skills and a proven ability
    to establish and sustain interpersonal and professional relationships with
    USAID missions, host-country counterparts and representatives from other
    key stakeholders such as NGOs, PVOs, the private sector and other donors.
  • Comprehensive knowledge of USAID programs,
    regulations, compliance and reporting; ten years as a senior manager on
    USAID programs
  • Demonstrated outstanding leadership, strategic
    thinking, organizational, team-building and representational skills.
  • Management, training or clinical background in
    HIV/AIDS, TB, malaria, nutrition, family planning, and maternal, neonatal
    and child health care
  • Expertise in research to practice—identifying
    best practices and adapting them to project realities
  • Previous experience working in Uganda, with
    intimate understanding of local health system and HIV/AIDS, TB, malaria,
    nutrition, family planning, and maternal, neonatal and child health care
    gaps and opportunities, and solid relationships at government agencies
  • Ability to work in a complex environment with
    multiple tasks, short deadlines and intense pressure to perform
  • Proficiency in Microsoft Office
  • Fluent in written and spoken English
  • Excellent oral and written communications
    skills
  • Ability to travel nationally
