About URBRA:
The Uganda Retirement Benefits
Regulatory Authority manages retirement plans for Uganda’s public
workforce by serving as the fiduciary stewards of the contributions and
disbursements of the pension trust funds. In partnership with the state’s
public employers, we help ensure that they can offer their employees a
comprehensive retirement plan that is responsive to their needs and is
equitable to all stakeholders.

URBA’s primary mandates
include;
include;
- Regulate
the establishment, management and operation of retirement benefits schemes
in Uganda in both private and public sector - Supervise
institutions which provide retirement benefits products and services - Protect
the interest of member and beneficiaries of retirement benefits schemes - Promote
the development of the retirement benefits sector - Provide
for licensing for custodians, trustees, administration and fund managers
of retirement benefits schemes, the appointment of inspectors and interim
administrators.
Key Duties and Responsibilities:
- Design
both qualitative and quantitative research methods to support the work
plan of the department - Conduct
extensive research on the retirement benefits sector and Identify emerging
problems prevalent in the industry - Apply
selected research outcomes to develop new products and or improve existing
one - Collect
and analyze data on customer satisfaction surveys - Collaborate
with stakeholders to set and constantly review the standards on
performance for the industry - Liaise
with the Risk and Investment department in conducting research on
investment portfolios, comprehensive risk analysis and risk mitigation
framework for retirement benefits. - Liaise
with all the departments of the Authority in conducting research for the
development of the Retirement Benefits Sector (RBS). - Conduct
research to enhance effective implementation of the mandate of the
Authority. - Develop,
implement and monitor systems for conducting market analysis. - Develop,
implement and monitor systems for conducting business and investment
analysis. - Maintain
a National database of schemes and other stakeholders. - Develop
systems for monitoring the Retirement Benefit Sector. - Perform
any other duties assigned by the supervisor.
Qualifications, Skills and Experience:
- The
applicant must possess a Bachelor’s degree in Economics, Actuarial
Science, Statistics, Law, Commerce, Business Administration - A Master’s
Degree in Economics. Actuarial Science, Statistics, Law, Commerce,
Business Administration will be an added advantage - At
least three years’ experience in a related field
