About BIAAG UP Project:
The Because I am a Girl Urban Programme is a joint programme developed
in partnership between Plan International, Women in Cities International
(WICI), and UN-HABITAT with funding from the Plan German National Office (GNO).
The overarching goal of the programme is to build safe, accountable, and
inclusive cities with and for adolescent girls in all their diversity. The
Because I am a Girl Urban Programme will be carried out in five cities around
the world: Cairo, Egypt; Delhi, India; Hanoi, Vietnam; Kampala, Uganda; Lima,
Peru. However the GNO will fund the project in three cities of Kampala, Delhi
and Vietnam focusing on three outcomes of increasing girls’ safety and access
to public spaces, increasing girls’ active and meaningful participation in
urban development and governance and increasing girls’ autonomous mobility in
the city.
Key Duties and Responsibilities:
  • Develop and periodically review a project
    operational plan, annual and quarterly plans and budgets for effective project
    implementation;
  • Steer the technical design of project
    interventions, development of technical tools with adequate consultation
    and participation of staff and other key stakeholders at all stages of
    project implementation;
  • Collaboratively coordinate initiatives for
    capacity development of implementing partners and other key collaborative
    CSOs to ensure timely and quality delivery of the project at all stages of
    implementation;
  • Ensure efficient utilization and timely
    accountability of funds and other resources allocated in accordance with
    grant conditions;
  • Develop a working system for capturing,
    documenting and disseminating project experiences, achievements, lesson
    learnt and best practice to stakeholders while maintaining project records
    for accountability purposes;
  • Prepare and submit quality and timely
    project reports to the Program Unit Manager and
  • Resource Mobilisation Manager as per donor
    requirements and the project monitoring & evaluation plan;
  • The Project Coordinator will manage and
    nurture cordial relations with relevant government agency at the division
    level, project partners, and key stakeholders;
  • Coordinate regular performance review
    meetings to assess progress; agree on; and communicate any changes in
    strategy with the key project stakeholders including quarterly
  • Annual Project Peer Review (APPR); and
  • Identify and participate in operational
    research related to the project.
  • Perform any other job duties as assigned
    by the supervisor.
Qualifications, Skills & Experience:
  • The job holder must possess a degree in
    Development Studies, Education, Social Science, Social Work or Gender and Development
    or any other relevant qualification;
  • The applicant should also hold a post -graduate
    training in a relevant discipline and/or participatory advocacy is an
    added advantage
  • A minimum 
    of five years’ experience in implementing integrated community
    development programs in an urban setting including Gender and OVC programming,
    3 years of which at project/budget management level;
  • Prior experience of working with
    vulnerable adolescents’ girls and boys in an urban setting is a prerequisite;
  • Working knowledge of urban planning will
    be an added advantage;
  • Practical knowledge and skills in
    designing, planning, implementing and monitoring of community empowerment
    programs in an urban setting;
  • Practical experience in working in
    partnerships as well as community support systems;
  • Good understanding of current policy
    developments on Gender, Child Protection and OVC programs;
  • Possess a willingness to work and travel
    60% of the time in field; and
  • Proficiency in Luganda a prerequisite
